The mission of the Federal Transit Administration’s (FTA) Office of Administration is to partner with the transportation industry in establishing the preeminence of American transit technology, training, institutions, and customer service. To accomplish this mission, FTA supports research, training and information dissemination, demonstration projects, and deployment programs aimed at increasing transit ridership, improving transit safety and security, increasing mobility and economic growth, and minimizing fuel consumption and air pollution.  This executive position serves as principal advisor to the Administrator and Executive Director on Strategic and Policy formulation with regard to the management of FTA's administrative programs. These include the management and administration of the human resources, knowledge  management, information technology, management planning, administrative services and procurement programs, with a focus on customer-responsiveness and organizational results.

As the Associate Administrator for Administration, you will manage broad spectrum of administrative services and key FTA initiate. As the agency’s Chief Information Officer, you will lead strategic planning for FTA’s information technology management activities as well as developing and maintaining the agency’s enterprise architecture program – the blueprints that define the agency mission and the information and IT tools needed to perform that mission.  As Chief Human Capital Officer, you will be responsible for a full range of personnel management, labor-management relations, training, and workforce analysis activities.  Additionally, you will serve as the principal advisor on all assigned administrative management matters as they relate to FTA’s missions, programs, and objectives.  You will review, evaluate, and recommend improvements for existing and proposed agency policies and program formulation, providing advice and assistance in directing, coordinating, controlling, and insuring the adequacy of FTA plans and programs.  As FTA's Chief Acquisition Officer, you will be responsible for managing a broad range of procurement and contracting activities, ensuring that FTA and its grantees comply with all applicable laws, regulations and policies; fostering full and open competition for contract awards; and ensuring integrity and accountability for acquisition decision making.  Develop and recommend to the Administrator fiscal year plans, manage FTA’s administrative budget as well as maintain cost center control of approved fiscal plans, and assure that allotted funds are expended.

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your resume progressively responsible supervisory managerial or professional experience which involved management of a program or organization of significant scope and complexity. The experience must have been sufficiently responsible to show clearly your ability to perform the duties of this position and meet the mandatory Technical Qualifications and Managerial Executive Core Qualifications as described below.


  1. Demonstrated leadership in design, development, and execution of innovative and imaginative strategies which require multi-year planning, strategic planning, process reengineering; organizational streamlining, and customer service in administrative organizations. 
  2. Knowledge of current Federal administrative management rules, regulations, procedures and policies pertinent to the acquisition, maintenance, and utilization of human, fiscal, and material resources (i.e., management planning, facilities management, administrative services, and procurement; information resources; human resources and knowledge management).
  3. Demonstrated successful executive-level interpersonal skills in communicating, negotiating, and persuading others within the management program to build consensus and facilitate 'win-win' situations.
  4. Ability to lead change through process improvement and the creative development and implementation of policy for a large organization.


ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals, as well as the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

CONDITIONS OF EMPLOYMENT: If selected for this position, you will be required to:

  • Complete a one-year SES probationary period (unless already completed).
  • Complete a Confidential Financial Disclosure report, OGE-278. You will need to provide the information annually.


An SES rating panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo a structured interview and reference checks. If selected, you must be certified by an OPM Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program. You must receive certification before you can be appointed to the position.
