This position is ideal for a professional that develops detailed emergency plans and procedures at the region Federal level, to provide emergency assistance to save lives and protect property and address public health and safety issues during catastrophic emergencies.  This position starts at a salary of $61,612.00 (GS-11), with promotion potential to $96,001.00 (GS-12).  Apply for this exciting opportunity to become a member of the Regional Offices, Region Seven, Response Division in the Federal Emergency Management Agency.

 

PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

In this position this person will principally be involved in preparing, coordinating and exercising Regional Response Plans, OPLANS and standard of procedures to fulfill Regional responsibilities under the Federal Response Plan, P.L. 93-288 and E.O. 12656 providing coordination among numerous regional Executive Branch departments and agencies and in the preparation of non military emergency action guidance, plans and documents relating to the potential of a catastrophic disaster and its effects.  Typical duties may include:

  • Coordinate policy guidance or procedures at the regional, state and local levels and provides related assistance on planning matters which are germane to preparedness responsibilities of the organizations.
  • Develops, and coordinates with staff from other FEMA offices, State offices and other Federal agencies regarding revisions of response plans and arrangements as required by changes in strategic concepts, public laws and government reorganization.
  • Develops, monitors, and coordinates the implementation of all hazard emergency plans and procedures in accordance with the Federal Response Plan (FRP) and Regional Response Plan (RRP) programs, based on the Stafford Act.
  • Serve as responsible program specialist, in support of the supervisor, for the maintenance, development, currently and effectiveness of Operations Plans and standard of procedures concerning Regional FRP infrastructure.
  • Inventory, status and oversight of the maintenance and operations of facilities operating equipment and systems in support of FRP requirements.

You qualify for this position at the GS-11 level if you possess one of the following: One full year of specialized experience. Specialized experience is described as experience providing support on disaster incidents, coordinating emergency management program activities, and providing follow-up with Federal, state, and local technical personnel during disaster field operations.

OR

A  Ph.D. or equivalent doctoral degree in political science, sociology, public administration, business administration or related fields which provided me with the knowledge, skills and abilities necessary to perform the work of the position.

OR

A combination of experience as described above and graduate education as described above which, when combined, is equivalent to 100% of the qualification requirement.  Only graduate education in excess of the Master’s level may be used in the calculation.  To calculate your percentage of graduate education, first determine the total number of graduate hours that exceed the Master’s level, and divide the total number of your excess graduate semester hours by 18 (or your school’s definition of one year of graduate study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12.  Now, add the two percentages together.  The sum of the percentages must be equal at least 100%.

 

You qualify for this position at the GS-12 level if you possess one of the following: One full year of specialized experience.  Specialized experience is described as experience providing support on disaster incidents, coordinating emergency management program activities, and providing follow-up with Federal, state, and local technical  personnel during disaster field operations.  This experience includes coordinating and/or managing complex projects under severe time constraints.

 

Selective Placement Factor:  In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:

 

To qualify for this position you must possess demonstrated incident management experience in working complex multi jurisdictional response operations and knowledge of their attendant support requirements.  The Operational definition is field experience working in a disaster situation as a member of the Command Element, within the Incident Command System (ICS), as well as extensive knowledge and hands-on experience with FEMA's role in disasters and the ICS organizational model.

3. Skill in maintaining relationships between Federal, State and local emergency planning/management officials and the ability to provide expert assistance with preparedness efforts at all levels of government.

4. Knowledge of and experience with FEMA Operations and Assistance authorities and programs.
