JOB SUMMARY:

The Federal Energy Regulatory Commission, or FERC, is an independent agency that regulates the interstate transmission of natural gas, oil, and electricity. FERC also regulates natural gas and hydropower projects. As part of our goal, we are seeking highly skilled individuals to assist in carrying out the mission of this agency. The Federal Energy Regulatory Commission assists consumers in obtaining reliable, efficient and sustainable energy services at a reasonable cost through appropriate regulatory and market means. This position is located in the Office of Energy Policy and Innovation (OEPI) at the Federal Energy Regulatory Commission (FERC). The incumbent will work within the Division of Economic and Technical Analysis or the Division of Policy Development.  OEPI develops and analyzes innovative energy industry policies for the Commission to enhance the operation of wholesale electric and natural gas markets; integrate distributed resources; facilitate reliable development of renewable resources; encourage greater efficiency and reliable utilization in the interstate and wholesale markets; and proactively engage industry and regulators on issues of first impression.

The candidate(s) selected for this position will be responsible for the following duties:

- Conduct or participate in the comprehensive analyses of complex and controversial regulatory issues associated with filings and/or other regulatory documents to ensure consistency with pertinent regulatory principles and Commission policies.

- Conduct analyses of complex regulatory data and documents associated with the regulatory initiatives related to the areas of OEPI focus.

- Prepare Commission documents, such as reports, memoranda, notices, and proposed orders that contain an appropriate discussion and recommendations on economic and regulatory policy issues.

- Serve as a technical authority and provide technical guidance to less experienced team members and professional staff.

- Confer with regulated company representatives (e.g., executives, operating personnel, attorneys and consultants) and other external parties on issues related to the OEPI focus areas.

- Furnish expert technical assistance on regulatory matters to other government agencies. As designated, represent the Commission on interagency committees and before other Federal entities.

- Conduct or may direct broad, comprehensive regulatory policy studies, the results of which have industry-wide impact.

Candidates must have one full year of specialized experience equivalent to the next lower grade level.

GS-12

You must have one full year of specialized experience equivalent to the GS-11 level. Specialized experience is defined as experience in reviewing and analyzing complex policy issues associated with filings and rulemakings for the purpose of identifying emerging issues, the implications of regulatory policies for new technologies and potential changes to policies.

HOW YOU WILL BE EVALUATED:

1. Knowledge of regulations, principles and practices for the regulation of the electric utility and/or natural gas industries.

3. Ability to analyze policy issues associated with the electric utility and/or natural gas pipeline industries to make recommendations.

4. Ability to perform research to complete assignments associated with the economic regulation of the electric utility and natural gas pipeline industries.
