The Executive Director for Field Operations is located in the Office of Service Delivery and Engineering, Office of Information and Technology.  Field Operations consists of three major divisions - Regional Operations, Technology Management, and Business Intelligence.  This position supervises 9 direct reports, who manage over 4,500 employees.  The Executive Director provides executive leadership and integrated corporate management of resources (finance, human, and acquisition).  The Executive Director oversees the day-to-day IT operations, services, maintenance and security across the enterprise.  This position leads the development and implementation strategy required to manage IT field operations VA-wide.

 

VA structures its SES positions into pay bands. This is a pay band 3 position and the salary range is $119,554 - $165,300. Exceptions to the salary cap may be considered in certain circumstances.

  

A recruitment/relocation incentive and/or Guaranteed Home Buyout may be authorized.

 

KEY REQUIREMENTS

The Executive Director, Field Operations is responsible to the Service Delivery and Engineering Deputy Chief Information Officer in the Office of Information and Technology (OIT).  The responsibilities include, but not limited to:

 

·        The Executive Director leads the development and implementation of the national IT policy and strategy to manage IT field operations VA-wide, including integrating new operational policies and providing supervisory oversight of VA IT field operations and directing field operations.

·        Directs the operations and maintenance of VA IT functions.

·        Direct responsibility for infrastructure (e.g., networks, telecommunications, video converged services), core systems (e.g., messaging, security systems, active directory, remote access), information systems, technology management, and business intelligence.

·        Integrates the Administrations and VA Staff Offices assets and services into the “One VA” OIT model, leverages economies of scale to obtain operational efficiencies, and manages and implements level of standardization across field operations; enforces strict adherence to VA’s standards and architectures; change control, including version and release management; governance and strategic planning; and SLA compliance.

·        Ensures VA IT programs and services are congruous with the VA Mission and President’s Management Agenda as well as other statutory and regulatory requirements.

·        The Executive Director for Field Operations heads a management team organized for the purpose of designing, developing, implementing, modifying and maintaining the information and communication systems and technologies associated with all sources of data related information needs of VA.

1. Demonstrated experience in managing a nationwide IT network to include providing support for health care delivery organizations and/or benefits delivery organizations.

 

2.  Experience in methods and procedures to protect information systems and data by ensuring their availability, authentication, confidentiality and integrity.
