 This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

The organizational location of this position is:  SPACE MISSILES ANALYSIS GROUP, WRIGHT-PATTERSON AFB OH 

 

This is a Financial Management Centrally Managed Position.

 

DUTIES:

 

·         The primary purpose of this position is to serve as the SM Group Commander’s trusted advisor on financial matter effecting the National Air and Space Intelligence Center, space & Missiles Analysis Group (NASIC/SM).

·         Serves as a financial manager for matters related to planning for and executing the SM’s multi year, multi appropriation, multi source financial programs totaling approximately $26 M per year.

·         Provides sound financial advice on complex financial issues; assesses implementing decisions, and develops/implements Group-wide financial activities.  Manages all Group budget submissions.

·         Participates in conferences, meeting, and Integrated Process Teams (IPTs).  Represents SM requirements at center level committees concerning funding and resource policies.

·         Works closely with personnel form the NASIC Financial Management Directorate to justify technical requirements and manage funds through the entire planning, programming and funding process.

·         Formulates and implements management controls to maintain efficient and effective utilization of resources.

 

 

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

SPECIALIZED EXPERIENCE

Applicant must have at least one (1) or more years of specialized experience which is equivalent to at least the GG-11 or qualifying pay band or other pay systems. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and ability to perform successfully the duties of the position. Specialized experience would be demonstrated by comprehension of the concepts, principles and practices which apply to planning, programming, and budgeting for substantive national intelligence programs and services including expert knowledge of AF, DoD, OMB and Congressional laws, regulations, instructions, policies and directives.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1.    Comprehension of the concepts, principles and practices which apply to planning, programming, and budgeting for substantive national intelligence programs and services including expert knowledge of AF, DoD, OMB and Congressional laws, regulations, instructions, policies and directives.

2.    Comprehensive and detailed knowledge of the processes and procedures by which budgets are developed, transmitted, presented, and examined by the Intelligence Community, OMB, and reviewed by congress.

3.    Detailed knowledge of the financial management and program objectives of NASIC, AF ISR Agency, AF, DIA, and Congress.

4.    Broad knowledge of the missions and processes of NASIC and its interrelationships with the Intelligence Community.

 

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

·         The position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101.

·         Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

·         Polygraph:  Incumbent is required to undergo a counter intelligence-scope polygraph examination.

·         Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic random short notice drug testing.

·         The employee may be required to travel in military and/or commercial aircraft to perform short temporary duty assignments (1-5 days).

·         Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
