This position is ideal for an Emergency Management Specialist (Grants)  looking for an opportunity to demonstrate their knowledge of the duties needed for the implementation of the public assistance program to include training and technical assistance to enhance the disaster reserve workforce capability to successfully implement program elements during disasters. This position starts at a salary of $64729.00 (GS-11), with promotion potential to $100859.00 (GS-12). PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

This position is being announced under FEMA's CORE Program (Cadre of On-call Response/Recovery employees).  These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund.  Appointments are excepted service, temporary appointments.  This is a 2 year temporary appointment in the Excepted Service. 

EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

This position is located at the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) Region II, Recovery Division, Public Assistance Branch located in Earle, NJ and New York, NY. The incumbent serves as an Emergency Management Grants Specialist under the supervision of the Public Assistance (PA) Section, Recovery Division. Responsibilities can typically consist of under taking several complex projects at the same time, while meeting prescribed taks-time limits and project deadlines.


Typical work assignments include:


  • Assisting in monitoring and supporting the division's PA disaster grants recovery and closeout program; supporting the PA Data manager in all elements affecting the public assistance program delivery and programmatic closeout activities. providing data entry support, reports and data collection assistance to the PA Branch chief, the PA Centralized processing Cent Team leader, and PA Data manger in the AP Branch and Recovery Division, concerning all aspects of PA Program deliver and disaster post award grants management; and serves as a data entry liaison to Joint Field Offices when required.
  • Supporting the region with budget formulation and implementation of objectives, plans programs, and procedures pertaining to all aspects of Public Assistance program projects worksheets,financial spend plans, and providing information and analysis that supports funding, programming and oversight of financial resource management.
  • Conducting reviews and analysis and/or training that may include one or several areas including but not limited to resource management, policy, procedures, of the Public Assistance Grants program life cycle to include programmatic grant monitoring and closeout.
  • Coordinating with program manager, PA Closeout Section Staff and action officers throughout the Region and Headquarters elements to identify questionable practices to ensure integration; recommend adjustments in program/budgeting estimates, schedules and plans.

You qualify for this position at the GS-11 level if you possess one of the following:

At least one year of specialized experience in the federal government, other state, local or non-profit organization, or the private sector that is equivalent to at least the GS-09 level that has given me the ability to develop pivot tables, charts and graphs for use in reports.

Successfully completed the requirements for a PhD or equivalent graduate degree OR have 3 full years of progressively higher level graduate education leading to such a degree or LL.M that is related to the position.

A combination of experience and education.
You qualify for this position at the GS-12 level if you possess the following:

At least one year of specialized experience in the federal government, other state, local or or non-profit organization, or the private sector that is equivalent to at least the GS-11 level that has given me ability to communicate effectively both orally and in writing with officials in other regional offices in the Agency, senior management and State governments, and having the responsibility in providing reports for various governmental leadership oversight management responsibilities.
The qualification requirements listed above must be met within 30 calendar days of the closing date of this announcement.
