The position is located in the Office of Financial Management in the Office of Planning, Administrative and Financial Management. You will serve as the Senior Systems Accountant responsible for the National Highway Traffic Safety Administration's (NHTSA's) requirements and functionality, as included in the Department of Transportation's corporate accounting system, Delphi. You will serve as a spokesperson for the NHTSA Delphi Team to key governmental officials and the auditing community. You will actively direct and/or participate on special financial initiatives. You will coordinate accounting system changes with FAA/OKC, recommend modifications to the accounting system to meet NHTSA requirements, grant NHTSA user access, maintain accounting codes and value sets, maintain the interfaces into the corporate accounting system, and establish all system policies and procedures to ensure proper recording of transactions in accordance with applicable rules/regulations, system security, etc. You will also maintain NHTSA's Delphi to GTS and MAPS interface maintenance system for control and reconciliation purposes.

As a Systems Accountant, you will:
- Maintain NHTSA’s requirements in the Delphi accounting system and ensure that interfaces (GTS, MAPS, etc) update appropriately. This includes ensuring Delphi is operating and required modifications are made as needed to prevent interference in meeting established reporting deadlines.
- Manage the financial, operational and internal control issues identified and recommends improvements/corrective actions as appropriate. Provide system users/partners with required data elements to process program transactions in Delphi and implements new Delhi functionality in accordance with established standards and guidance.
- Develop all system policies and procedures to ensure proper recording of transactions in accordance with applicable rules and regulations, system security, etc. Determine financial reporting adequacy. Advise mgt on the establishment of financial accounting and reporting programs, policies, and approaches. Establish and maintains effective working relationships within top agency leaders.
- Advise agency mgt on the redesign of work operations and organizational structures needed to adapt successfully to the changing financial reporting requirements under the Chief Financial Officer Act, Performance Measures under the Government Performance and Results Act, and other mandated legislation and related regulations.

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the experience qualifications for the grade at which you are requesting consideration.

To qualify, you must have at least one year of specialized experience equal or equivalent to the following:
Experience developing, analyzing, and communicating financial information; providing oversight for annual financial audit process, including monitoring corrective actions and ensuring internal controls over financial reporting are operating effectively.
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR
Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
CONDITIONS OF EMPLOYMENT:
