This position is located in the Client Services Division. This position is advertised at the ZS-4. The ZS-4 pay band level, is equivalent to the GS-7/8 on the Federal General Schedule salary table.

The individual selected for this position will:

- Provide technical assistance in the area of recruitment and placement.

- Analyze and evaluate applications to determine basic eligibility.

- Prepare vacancy announcements.

- Assist the HR Specialists in the recruitment process and evaluation of applicants.

- Make job offers and negotiate release of employment dates.

- Advise management and employees of pay (such as salary, within grade increase, last equivalent increases).

- Prepare and maintain staffing records.

- Process personnel actions.

- Review and ensure requests for personnel actions and employment forms are completed accurately and regulatory compliant.

- Conduct new employee orientation.

- Uses automated systems such as hiring, payroll, processing and employee records systems.

Applicants must meet the basic entry requirements and the individual occupational requirements as stated in the Office of Personnel Management (OPM) Qualification Standards for General Schedule (GS) Positions Policies and Instructions:

The applicant must possess at least one year of specialized experience equivalent to the ZS-3 (GS-6 or equivalent), which is typically in or related to the position to be filled.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Specialized experience is defined as experience providing advice, guidance, technical assistance and support relating to staffing, recruitment, pay and processing. Experience preparing job announcements, determining applicants eligibility for employment, and making job offers. Experience working with automated hiring and personnel processing systems. Experience in coding and processing personnel actions.

NOTE: Your resume must document specialized experience and support your responses to the vacancy questions. 

There is no educational requirement for this position.

We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position.  If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire (True/False, Yes/ No, Multiple Choice questions) and place you in one of three pre-defined categories.  

These categories are "gold," "silver," and "bronze."  However, your resume and/or optional cover letter must support your responses to the scored occupational questionnaire, or your score may be lowered.  Candidates placed in the "gold" category will be identified for referral to the hiring manager and may be invited for an interview.

How you will be evaluated for preference eligibility: Within each category, those entitled to veterans' preference will be listed at the top of the pre-defined category for which they are placed.  Preference eligibles with a service-connected disability of 10% or more will be listed at the top of the highest quality category (gold) depending on the position and grade level of the job.
