To qualify at the GS-11 level applicants must have one of the following:
A. At least one full year of specialized experience comparable in scope and responsibility to the GS-9 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: 1) implementing IT security procedures regarding security and virus detection; 2) assisting in analyzing software and hardware vulnerabilities; and 3) providing support in identifying need for changes based on new security technology or threats. Note: The contents of your resume must fully support this experience if qualifying under this option for this grade level.
- OR -
B. A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. To qualify at the GS-12 level applicants must have:
At least one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: 1) evaluating and verifying risks and vulnerabilities for IT systems and networks; 2) performing preliminary assessment of projects for IT security management purposes; and 3) reviewing proposed IT systems, networks, or software designs for potential security risks. Note: The contents of your resume must fully support this experience in order to be found qualified for this grade level.
To qualify at the GS-13 level applicants must have:
At least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as 1) making decisions or recommendations that influence IT security policies and programs; 2) organizing IT system risk analysis or vulnerability assessment activities; and 3) instituting measures to ensure IT security awareness and compliance. Note: The contents of your resume must fully support this experience in order to be found qualified for this grade level.
In addition, applicants qualifying on the basis of specialized experience must have IT-related experience demonstrating each of the four competencies listed below:

- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service. All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
New employees must serve a one year probationary period.
