WHO MAY APPLY:

IF APPLICABLE:  Military service member's "Statement of Service" will be accepted up to 120 days prior to separation date IF a terminal leave form or DD214 cannot be provided.  The "Statement of Service" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the Type of Discharge and Character of Service (i.e. honorable).

 

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

·   Participate in special projects and initiatives and perform special assignments.  Follow established guidelines for qualifying candidates, taking into consideration provisions of vacancy announcement, appropriate application of veteran’s preference and in accordance with applicable guidelines and local policies/procedures.

·   Establish priority for filling of positions that results in a full time acceptable according to agency standards.  Develop job analyses and ensure qualification requirements adequately address knowledge, skill and ability required for the position.

·   Provide advisory services to management officials and employees on the staffing and affirmative employment programs.  Analyze problems and issues and devise acceptable solutions that reflect a thorough understanding of that organization’s structure and mission needs.

·   Establish and incorporate plans to enhance the employment opportunities of women, minorities and targeted disabilities.  Prepare required correspondence and documentations, i.e., letters, reports, briefings, staff studies, Congressional inquiries, etc.

 

 

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

SPECIALIZED EXPERIENCE:  At least one year of specialized experience equivalent to the GS-09 level which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of a Human Resources Specialist (Recruitment & Placement).  Specialized experience is experience which may have been gained while recruiting, examining, selecting and placing employees; performing job analysis; providing workforce planning and analysis; and advising management in identifying, attracting, and retaining a high-quality and diverse workforce that is capable of accomplishing the organization’s mission.

EDUCATION:  Three full years of progressively higher level graduate education in a field related to the position being filled.

 

OR

 

Combining Experience and Education: Equivalent combinations of successfully completed graduate level education and experience are also qualifying.  If education is used to meet specialized experience requirements, then such education must include courses directly related to the work of the position being filled.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1. Knowledge of federal personnel management functions, theories and techniques and of basic relationships of the various personnel disciplines. 

 

2. Knowledge of the methods and techniques of fact-finding, analysis and resolution of problems and the development of concrete action plans to solve problems and make sound decisions.

 

3. Knowledge of and the ability to apply laws, executive orders, regulations, policies and concepts pertaining to federal equal employment opportunity programs.

 

4. Ability to communicate both orally and in writing.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

·        Position is designated critical-sensitive and incumbent must be able to obtain and maintain a top secret security clearance with access to Sensitive Compartmented Information (SCI).  A non-disclosure agreement must be signed. 

·        A relocation, recruitment and/or retention incentive may be offered.

·        Position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.  Employee must pass initial and periodic short notice drug testing.  Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air force, national security and public safety.  Appointee must sign a statement acknowledging the position occupied is a TDP.

·        Travel on military or commercial aircraft may be required in the performance of temporary duty.

·        Prior non-federal or active duty uniformed service creditable for service computation date (SCD) may or may not be offered.
