JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
This position is part of a formalized management development program and is a CIVILIAN position with the Department of Army. The incumbent will serve as a Contract Specialist trainee with US Army Medical Command (MEDCOM).

These are Career Program (CP) #14 positions.

If selected for this position, a signed mobility agreement is a condition of employment. This agreement states that in order to be placed in the intern program, or upon graduation from the intern program, you may be assigned to any location, within the Department of Army and that you will move to the new duty location. Failure to relocate can be used as the basis for non-selection. Failure to relocate after appointment can be the basis for your removal from Federal service.

The Department of the Army Recent Graduates Program affords developmental experiences in the Department of Army intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.
After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position.
To be eligible for conversion to a permanent or term position, Recent Graduates must:
· Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
· Demonstrate successful job performance.
· Meet the Office of Personnel Management’s qualifications for the position to which the Recent Graduate will be converted

Health Care Acquisition Activity (HCAA) Western Region Contracting Office is co-located with Madigan Army Medical Center in the great Pacific Northwest on Fort Lewis, WA. HCAA primarily contracts for health care services in support of the Army Medical Department (AMEDD). HCAA awards and administers contracts for a variety of services, to include nurses, transcription services, reference laboratory services, imaging maintenance services, physicians, dentists, pharmacists, ancillary services, and a variety of medical-specific technicians. HCAA also contracts for other health care related services in support of the Army health care mission, such as hospital housekeeping, laundry and linen distribution, regulated medical waste and contract advisory/assistance services. Additionally, HCAA serves as a secondary contracting source to the AMEDD for a variety of medical equipment and medical supplies. Incumbent will receive formal classroom and on-the job training designed to provide the incumbent with the knowledge of laws, regulations, policies, precedents, methods and techniques to perform the spectrum of purchasing and contracting functions and operations to acquire goods and services to support United States Army forces deployed worldwide. Training will ensure that the incumbent will be gaining knowledge in acquiring supplies, services, and equipment through use of purchasing, contracting, grants, rental or leasing techniques and business arrangements.

BASIC REQUIREMENT:

Completion of a baccalaureate degree from an accredited educational institution which included successful completion of 24 semester hours (or 36 quarter hours) of study from an accredited institution of higher education in any of the following business related disciplines: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

ADDITIONAL REQUIREMENT FOR GS-7 level position:

In addition to meeting the BASIC REQUIREMENT above, you must meet one of the following four criteria:

1. A bachelor's degree from an accredited college or university as stated in the BASIC REQUIREMENT, AND meet one of the following provisions for superior academic achievement:

A. A standing in the upper third of your college class or major subdivision (e.g. school of business) at the time you apply.

B. A grade point average of "B" (3.0 on a 4.0 scale) or its equivalent for all courses completed; (a) at the time of application; or (b) during the last two years of your undergraduate curriculum.

C. A "B+" (3.5. on a 4.0 scale) or its equivalent for all courses completed in a qualifying major field of study, either:(a) at the time of application; or (b) during the last 2 years of your undergraduate curriculum.

D. Election to membership in one of the national honorary societies (other than freshman societies) that meets the requirements of the Association of College of Honor Societies. Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9.

NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society.

2. Completion of one full year of graduate level education or law school. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. To qualify on the basis of graduate education, the graduate study must be in one or a combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. (one full year is equivalent to 18 semester hours or 27 quarter hours)

OR  

3. In addition to meeting the BASIC REQUIREMENT, one year of specialized experience equivalent to at least the next lower grade level in the normal line of progression is qualifying for grade GS-7. This specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. Examples of qualifying specialized experience include:

-Assist with developing, preparing, and presenting terms and conditions in bids or proposals related to the award of contracts.

-Assist with negotiating and awarding contracts, contract modifications, and/or subcontracts. Legal practice involving participation in negotiating, awarding, or administering contracts, or the analysis of procurement policies and procedures.

-Assist with administering the terms and condition of contracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination.

-Assist with analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production efficiencies, and evaluating methods of allocating costs through various types of overhead and general and administrative expense.

-Assist with formulating policies and procedures for the acquisition of goods or services, participating in procurement management reviews and contract clearance, or developing positions on claims and protest related to contract.

OR

4. Completion of a combination of graduate education and experience described in "# 2" and "# 3" above. If you have some but not all of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you do have. To do so, convert each to a percentage and then add the percentages the sum of which must equal at least 100%. For example, an applicant who has 6 months of professional experience (50% of the experience requirement) and at least 9 semester hours of creditable graduate work (50% of the education required) would satisfy the qualifications requirements for the GS-7 level.

Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. Foreign education must be evaluated for U.S. equivalency in order to be considered for this position. You must include documentation to support U.S. equivalency.

Exemption: You are exempt from the education requirements above if you are a current DoD civilian employee who occupied a GS-1102 position or contracting position with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30,2000.
