The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, and U. S. citizen may apply.

This is a Forestry Technician (Recreation) on the Athens Ranger District, Wayne National Forest. The position is responsible for assisting other resource personnel to develop long-range plans for managing recreation resources within management and developed and dispersed recreation sites. Gather, compile, and recommend improvements for developed and dispersed recreation sites.

Participates with other resource personnel to develop long-range plans for managing recreation resources within management developed and dispersed recreation sites on the unit. Identifies potential problems arising from changing use patterns and new activities and recommends strategies to deal with them. Participates in the development of plans for recreation area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management objectives and policies. Develops annual work plans for management unit. Prepares detailed project work plans and schedules, including required personnel, equipment, and supplies. Recommends settings for a variety of proposed recreation facilities and provides information about the characteristics of each area. Assist in the implementation of recreation operation and maintenance plans for developed and dispersed recreation sites. Monitors the scope of the approved operating plans. Gathers, complies, and recommends improvements for developed and dispersed recreation sites on the unit. Is the point of contact with community organizations and interest groups to generate interest in and utilization of forest recreation facilities. Involves the community in program and activities, determines, and recommends possible public involvement. Coordinates group visits with operational personnel and communicates schedules and requirements for logistical support. Serves as COR determining when contracting is the best means to complete a project. Works with contracting personnel to describe the job and develop specifications and a bid package. Serves as inspector and contracting officer's representative on service contracts insuring work is completed properly. Inspects recreation areas, areas of concentrated public use, and special use permits for compliance with the permit and management plans, public health regulations, and safety plans. As Collection Officer for recreation sites, collects fees, counts, reconciles money collected, and ensures deposits are made appropriately. Performs all aspects of Special Use Permit administration for activities within undeveloped and developed areas of the unit. Accepts applications, determines potential impact on land and other visitors, works with applicant to identify alternative locations, dates, or activities and other ways to mitigate impacts, and prepares all documents associated with the permit. Assists with performing compliance checks and inspections on existing permits under Special-Use authorization. Assists with the enforcement of Off-Road-Vehicle (ORV) restrictions, including maintenance and posting of regulatory signs and enforcement of restrictions. Patrols district roads, trails, and/or waterways and ensure that use is in accordance with recreation plans and regulations. Ensures District closure gates are opened and closed in accordance with the plan. Protects the scene of any incidents and relinquishes control to police or other law enforcement officials. Patrols management unit to collect use data, identify or correct unsafe conditions, answer visitor inquiries, prevent vandalism and other anti-social behavior, gather current information recreation opportunities, and prevent theft of Forest resources and their destruction resulting from carelessness with fire. Takes appropriate action to enforce Federal Regulations and to protect life and property. Coordinates enforcement activities with local FS law enforcement personnel. Inspect recreation residences documenting findings and making written and/or contact with permittees to make sure permittees are complying with the terms of the permit. Maintains developed sites e.g., roadside and/or backcountry dispersed sites. Makes repairs, removes or replaces facilities, or closes areas of facilities when hazards cannot be promptly eliminated. Maintains District recreation facilities such as toilets, road closure gates, hand pumps, water systems, picnic tables, fire rings, barriers, dumpsters and other miscellaneous structures. Prepare annual updates of work needed and cost to bring site conditions and operation up to full standard.

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education. Your application or resume must clearly show that you possess the appropriate experience requirements.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. GS-5: One year of specialized experience equivalent to at least GS-4 grade level; bachelor's degree with a major study in forestry, range management, agriculture, or a subject-matter field directly related to the position or 4 years of successfully completed education above high school that included at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 6 semester hours in mathematics is creditable; and/or combinations of successfully completed post-high school education (in excess of the first 60 semester hours} and experience. The education must have been obtained in an accredited business, technical school, junior college, college or university. Examples of specialized experience are: Cleaned and maintained recreation areas, facilities, and trails to ensure that recreation area is safe and esthetically pleasing to Forest visitors. Communicated with public using principles of Good Host program to effectively meet and deal with coworkers and Forest visitors. Conveyed information regarding basic Forest Service policies and resource management practices to Forest visitors.

GS-6: One year of specialized experience equivalent to at least the GS-5 grade level; Examples of specialized experience are: Participated in the development of recreation planning for developed and dispersed recreation sites. Participated in the planning for recreation and wilderness area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management goals. Conducted surveys, developed project plans and cost estimates, and made recommendations for improvements. Monitored contracted operations for compliance with contract provisions. Issued notices of field violations when violations of regulations are encountered. Conducted investigations, collected evidence and prepared case reports on violations. Served as a Forest Protection Officer (FPO). Operated and maintained, in safe working order, assigned vehicles, motorcycles and ATV and trail maintenance equipment and specialized equipment used.

 GS-7: One year of specialized experience equivalent to at least the GS-6 grade level; One year of specialized experience equivalent to at least the GS-6 grade level; one full year (18 semester hours) of successfully completed graduate level education if the coursework is directly related to the work of the position; and/or combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience are: Assisted other resource personnel to develop long-range plans for managing recreation resources within management developed and dispersed recreation sites. Identified potential problems arising from changing use patterns and new activities and recommended strategies to deal with them.
