The individual selected for this position will process a wide range of human resources transactions related to recruitment and placement and processing.

- Provides technical assistance in the area of recruitment and placement.

- Advises and provides procedural and technical guidance to managers, supervisors and applicants on recruitment and placement, qualification requirements, merit promotion procedures, transfers, eligibility determinations, methods of recruitment and initial employment.

- Reviews and verifies information on requests for vacancies to determine the nature of the staffing action required and to ensure correctness.

- Prepares and distributes vacancy announcements. Assists the specialist in the recruitment and evaluation of applicants on the basis of need for candidates in special categories (Le., key staff, handicapped, etc.).

- Processes personnel actions to ensure regulatory compliance.

- Determines pay setting in accordance with established regulations including normal pay setting, maximum payable rates, special salary rates, retained rates and retained grades.

- Prepares and maintains records and reports and performs post audits and maintenance of merit promotion files.

Applicants must meet the basic entry requirements and the individual occupational requirements as stated in the Office of Personnel Management (OPM) Qualification Standards for General Schedule (GS) Positions Policies and Instructions:

The applicant must possess at least one year of specialized experience equivalent to the ZS-3 (GS-6 or equivalent), which is typically in or related to the position to be filled.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Specialized experience is defined as experience which involves quality customer service to internal and external clients, providing advice, guidance, technical assistance, and operational level support relating to staffing, recruitment and placement issues, and regulations in order to conduct job analysis, reviewing applicant qualifications, referring eligible candidates for employment consideration and maintaining accurate files. Experience working with automated record systems such as e-OPF, payroll systems, etc., in order to process personnel actions, generate reports, and review records for quality control.
