The Bureau of the Fiscal Service promotes the financial integrity and operational efficiency of the federal government through exceptional accounting, financing, collections, payments, and shared services. We operate some of the largest financial systems in the world.

The IT Specialist (OS) (Computer Systems Programmer) in the Office of Information and Security Services, Division and Branch as assigned, will have primary responsibility for the installation and evaluation of Multiple Virtual Storage (MVS) or z/OS, utility routines, and systems processors used under z/OS. In addition, he or she will participate in the studies and planning related to z/OS software implementation and the development of standards and procedures for the Bureau of Fiscal Services.

This appointment is being filled under the Pathways Program - Recent Graduate program.

The Recent Graduates Program provides individuals, who have recently graduated from qualifying educational institutions or programs, with developmental opportunities in the Federal Government. Participants must have obtained a degree, or completed a qualifying career or technical education program within the preceding 2 years.     The major duties of this position include:
    * Assist in studies relating to MVS software system design.
    * Provide technical assistance to Fiscal Services, Program Offices, or Division study groups engaged in fact-finding studies to establish the feasibility of automating operations, to investigate the use of new technology, and to identify modifications or additional equipment and/or systems software to support Fiscal Services' processing requirements.
    * Develop and implement security procedures for items related to mainframe systems software and their related support products.
    * Analyze dumps and listings of the operating systems, utility routines, related support products, and system processors to locate errors. Apply corrections and modifications to system software as required. Perform system generations of mainframe operating systems and processors. Write special purpose diagnostic routines and insert aids and traces in the vendor supplied operating system.

    • Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
    • A veteran, who, due to a military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his or her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study. You MUST submit a copy of your DD-214 showing duration and dates of service.

    • Specialized experience
      You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes working with installing and configuring software in a z/OS environment;
      OR You may substitute education for specialized experience as follows: One full year of graduate level education OR a Bachelor's Degree in any of the fields listed below with Superior Academic Achievement demonstrated through class standing (upper third of the graduating class); grade point average (a GPA of 3.0 or higher out of a possible 4.0 based on 4 years education or courses completed during the final 2 years; or a GPA of 3.5 or higher out of a possible 4.0 based on required courses in the major field); or election to membership in a national scholastic honor society. A copy of transcript or list of college courses designating semester or quarter hours earned is required.
      GS-9: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes installing and configuring software in both z/OS and z/VM environments;
      OR You may substitute education for specialized experience as follows: Two full years of progressively higher graduate education or Master's degree in any of the fields listed below. A copy of transcript or list of college courses designating semester or quarter hours earned is required.
      Education must include a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or  a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
      The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    If you are meeting the specialized experience through experience rather than education, you must demonstrate experience in each of the four competencies described below. The experience has to be IT-related. 

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
