JOB SUMMARY:

The U.S. Department of Education (ED) is looking for the best and brightest to ensure equal access to education and to promote educational excellence throughout the nation. This position is located in the U.S. Department of Education (ED); Office of Management (OM); Facilities Services (FS); Customer Services Division. The incumbent of this position performs a wide variety of program assignments, including reviewing plans, analyzing and developing program requirements, establishing and revising operating procedures, reviewing operations, facilitating and managing program changes including resource requirements, and providing technical assistance to customers.

As a Supervisory Program Specialist, you will:

  • Serve as the ED, OM, FS expert and manager for assigned program area(s).  Plan, organize, coordinate, administer, and evaluate implementation of all aspects of the  program(s). 
  • keep abreast of and employ state-of-the-art methods to assist in the support of customer service to Facilities Services' internal and external customers/stakeholders.  Maintain an up-do-date awareness of changes which may affect financial and subordinate/team work requirements;
  • develop plans, administer projects and monitor expenditures, e.g.,, regarding the "Real Property Cost Savings & Innovation Plan, and OMB's No Net New and Freeze the Footprint Policies", and other budget matters;
  • develop property management, space management, project, and building service documents, including policies, directives, manuals, budget proposals, space and equipment improvement proposals, communication materials, and related management documents for Director of Facilities and other senior level staff;
  • plan, direct and coordinate the development and updating of short-and-long term space management plans and requirements;
  • serve as supervisor, develop and schedule space and furniture projects that are programmed and budgeted for, in the master housing plan for ED and, manage, project/program planning and disposition of old space.

 One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. This experience must be equivalent to the GS-13 level in the Federal government. Examples of such experience may include: providing authoritative advice and consultation to senior management; negotiating agreements to resolve conflicts; preparing draft policies for senior management consideration; studying the impact of legislation and regulations on a program; recommending new approaches to address current or anticipated problems; and developing national guidelines.
