As Assistant General Counsel for Regulation and Enforcement, you will be the principal attorney for domestic and international regulatory and enforcement activities of the Department of Transportation, one of the largest Federal regulatory agencies. You will work on challenging and rewarding issues such as safety requirements for unmanned aircraft and driverless cars, environmental impacts of federally-funded transportation projects, training requirements for commercial truck drivers, motor vehicle fuel economy, and consumer protection. You will provide legal and policy advice to our highest officials. When appropriate, we will expect your recommendations to include innovative approaches to substantive and procedural problems.  Finally, you will represent the Department in conferences with Congressional members and staff, other departments and agencies of Federal, state, local, tribal, and foreign governments, international organizations, and public groups. As the, Assistant General Counsel for Regulation and Enforcement, you will:

  1. Participate actively and personally with the highest officials of the Department in resolution of problems in areas assigned to him/her by providing appropriate legal advice.  Perform legal research necessary to the formulation of sound legal opinions on questions presented.
  2. Direct the oversight, assessment, and review of the regulatory and enforcement activities and practices of multiple operating elements to ensure conformity with the Administrative Procedure Act, other applicable statutes and Executive Orders, and Departmental policies. Oversee the establishment and operation of Departmental regulatory review task forces as needed.
  3. Furnish or direct the furnishing of legal counsel, guidance, and advice on questions of administrative law, particularly as they relate to rulemaking, enforcement, and other matters governed by the Administrative Procedure Act and related statutes and executive orders, the Paperwork Reduction Act, the Time Act, and Departmental activities governed by the Federal Advisory Committee Act.

As a basic requirement for entry into the Senior Executive Service (SES), you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Technical Qualifications (TQs) and Executive Core Qualifications (ECQs) listed below.

TECHNICAL QUALIFICATIONS(TQs): Below are descriptions of the technical qualifications that you will be presented with once you have applied to this announcement. You must clearly demonstrate in your responses how your experience supports each of the TQs.

  1. In depth executive management and a history of demonstrated success leading a legal office overseeing an extensive regulatory practice.  This includes experience in governmental entities, private law firms, corporations, trade associations and/or academia and includes the ability to work collaboratively across organizational lines, produce results on-time and within budget.
  2. Demonstrated experience in executive level communications including negotiating and persuading to gain consensus under difficult, complex circumstances.  This includes the ability to work with a wide variety of people, effectively communicate progress on a regular basis, and gain buy-in at cross-organizational levels towards a common goal.
  3. Demonstrated ability to build trust and inspire confidence in both internal high level officials and people in your organization in the overall management of major organizational programs.  Demonstrated ability to maintain a strong esprit de corps, produce results, and meet mission requirements while simultaneously balancing needs of customers and key internal and external stakeholders.  Demonstrated ability to apply strategic vision, entrepreneurial leadership, flexibility, resilience and political savvy in dealing with sensitive, complex issues, including internal organizational changes to meet senior leadership objectives.

DESIREABLE QUALIFICATIONS:

  1. Experience conducting and interpreting economic analysis and risk assessment associated with an extensive regulatory practice.
  2. Experience in managing Presidential Management Agenda initiatives such as human capital and electronic Government.


CONDITIONS OF EMPLOYMENT: If selected for this position, you will be required to:

  • Complete a one-year SES probationary period (unless already completed).
