JOB SUMMARY:

The position is located in the Office of Information Management (OIM), Executive Office, Environment and Natural Resources Division (ENRD), US Department of Justice. OIM provides support to ENRD management, attorneys and support staff by developing and maintaining complex management information systems and Web sites critical to the mission of the Division. OIM also produces a variety of statistical information used in the management of the Division and in responding to requests from Congress, the public and other stakeholders.

As an IT Specialist (Applications Software), you will: • Develop, test, deploy and maintain Web-based applications in a Microsoft Windows technical infrastructure including .NET platform applications developed in C# (C Sharp) with Microsoft SQL Server Databases;

• Create, enhance and maintain Microsoft SQL Server stored procedures;

• Serve as an expert for database management systems and Structured Query Language (SQL).

• Create system design and other critical documents;

• Develop and maintain custom information management systems utilizing client-server or Web-based architectures. Configure commercial off-the-shelf (COTS) packages, supporting information systems located on the Division Web sites and producing complex management information reports;

• Analyze work processes and work closely with Division customers to identify opportunities for introducing or improving the utilization of Web-based software development, and COTS and/or existing customized application software;

• Translate functional and technical requirements into programming specifications through design documents, decision logic tables and flow diagrams;

• Test, validate and document applications; • Assist with the translation, interpretation and implementation of policies and procedures for software and database development, implementation and security;

• Create or maintain agency Internet/Intranet Web sites, including Web applications and services that support e-Government usage;

• Plan and deliver customer support services, including installations, configuration, troubleshooting, customer assistance and/or training in response to customer requirements.

BASIC REQUIREMENT: This series requires applicants to possess IT-related experience demonstrating each of the following four competencies:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

 

SPECIALIZED EXPERIENCE: To qualify for this GS-12 level position, applicants must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors) that required them to: a) develop and administer database systems; b) develop web applications; c) conduct software analysis, design, development and implementation for new systems or major enhancements to existing systems; and d) assess new software design technologies within a current systems environment and resolve critical issues affecting the configuration of the IT infrastructure. NOTE: The contents of your resume must fully support this response in its entirety. Otherwise, you may be found ineligible.

ADDITIONAL REQUIREMENTS: This position has a Selective Placement Factor (SPF) which is the knowledge, skills, or special qualifications that are in addition to the minimum requirements in the qualification standard.  A SPF represents knowledge, skills, or abilities that are essential for successful job performance and cannot reasonably be acquired on the job during the customary period of orientation/training.  APPLICANTS WHO DO NOT MEET THE SELECTIVE PLACEMENT FACTOR WILL NOT BE ELIGILE FOR FURTHER CONSIDERATION FOR THIS POSITION.

SELECTIVE PLACEMENT FACTOR: The Selective Placement Factor for this position identifies specific skills needed in order to be successful in this position and which are required of any person who develops, maintains and enhances ENRD's web applications.  A candidate who only has other web development skills (such as Java) or only has other database skills (such as Oracle) would not be successful In this position since all standards are based upon Microsoft's .NET platform using the C# (C sharp) programming language with Microsoft SQL Server Databases.
