BASIC REQUIREMENT: This series requires applicants to possess IT-related experience demonstrating each of the following four competencies:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SPECIALIZED EXPERIENCE: To qualify for this GS-12 level position, applicants must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors) that required them to: a) develop and administer database systems; b) develop web applications; c) conduct software analysis, design, development and implementation for new systems or major enhancements to existing systems; and d) assess new software design technologies within a current systems environment and resolve critical issues affecting the configuration of the IT infrastructure. ADDITIONAL REQUIREMENTS: This position has a Selective Placement Factor (SPF) which is the knowledge, skills, or special qualifications that are in addition to the minimum requirements in the qualification standard. A SPF represents knowledge, skills, or abilities that are essential for successful job performance and cannot reasonably be acquired on the job during the customary period of orientation/training. SELECTIVE PLACEMENT FACTOR: The Selective Placement Factor for this position identifies specific skills needed in order to be successful in this position and which are required of any person who develops, maintains and enhances ENRD's web applications. A candidate who only has other web development skills (such as Java) or only has other database skills (such as Oracle) would not be successful In this position since all standards are based upon Microsoft's .NET platform using the C# (C sharp) programming language with Microsoft SQL Server Databases.

To meet the Selective Placement Factor for this position, applicants must demonstrate that they are proficient at using the C# (C Sharp) programming language to develop Web applications using Microsoft's .NET platform and to develop, maintain and enhance .NET applications with Microsoft's SQL Server Databases. NOTE: To be found qualified for this position, the contents of your resume must explicitly support this response and describe where and when you acquired this Selective Placement Factor. Applicants who fail to address or fail to meet the Selective Placement Factor for this position will be rated "not qualified."
