You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: Providing expert advice and designs programs to bring the food security and nutrition monitoring activities to a state-of-the-art technology level. Assists countries in building the technical capacity to implement, monitor and evaluate nutrition programs.
Degree: dietetics, food, nutrition, food service management, institution management, or related science.
BASIC REQUIREMENTS FOR ALL GRADES
The individual occupational requirements typically provide at least two methods for applicants to meet the basic requirements of the occupations covered by this standard:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements.
Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.
Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A.
The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
The individual occupational requirements for some series make no provision for combining experience and education. Therefore, they do not include paragraph B provisions.
Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

HOW YOU WILL BE EVALUATED:
We use a multi-step process to evaluate and refer applicants: Qualified applicants receive a score of 70 to 100 before veteran’s preference points are applied (if applicable). You will be rated on your qualifications for this position as evidences by the education, experience, and training you report on relative to this positions that show the degree to which you possess the knowledge, skills, and abilities or competencies listed on this vacancy announcement. USAID must be able to conduct reference checks as part of its assessment process. Applicants who do not permit reference checked from previous employers may be disqualified.
Category Rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three categories (Gold, Silver, Bronze) depending on your experience and education related to this position. Veterans' preference is applied after applicants are assessed. Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category. Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.

Also, the following knowledge, skills, abilities and other characteristics (KSAOC's) must be demonstrated throughout your resume; however, a separate narrative is not required:
(1) Knowledge of the principles, practices, and procedures of the science of dietetics or nutrition to plan and perform a wide range of activities relating to the operation of a complete dietetic or nutrition program or service, or to a major portion of a program, such as clinical or administrative dietetics; or an intensive knowledge of a specialty area of dietetics or nutrition to perform assignments of considerable difficulty.
(2) Skilled in the knowledge and competence toward the maintenance and improvement of nutritional status through services to groups or individuals, in program administration, in teaching and/or research.
(3) The ability to assess nutrition needs and target population, planning, organizing, directing, coordinating, and evaluating the nutrition component of programs and projects; interpreting food and nutrition legislation and research for other professionals and the consumer; providing consultation and training in nutrition to administrators, other dietitians and nutritionists and to other disciplines in programs, such as education, social service and agriculture; developing standards and guidelines for nutrition services, identifying research needs, and developing and conducting dietary studies.
CTAP/ICTAP candidates may apply if well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors above the minimum level, which equates to a score of 88 or higher in the online assessment; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
