The selectee will perform contract administration functions for healthcare and other personal and non-personal contracts.  Major duties and responsibilities:

 

·         Conduct market research to determine industry’s ability to satisfy requirements, research innovations in the marketplace, and identify commercial practices.

·         Analyze requirements and develop Statements of Work (SOW), specifications, Independent Government Estimate (IGE), and quality assurance criteria.

·         Conduct post award conferences and other meetings with Contractor and Government personnel to clarify contractual requirements and special provisions.

·         Inspect Contractor performance, reject non-conforming performance, and initiate contract remedies upon direction of the Contracting Officer for less than full performance.

·         Monitor Contractor in key areas of technical performance, quality assurance, privileging, credentialing, staffing, timeliness of patient care, training, and documentation; and prepare Contractor Performance Evaluation and Reports (CPARS).

Applicants must meet the following qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Basic Requirements:

 

Must possess a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND  have completed at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree)

 

OR

 

Must be a current employee of the DoD or a member of the armed forces (other than Coast Guard) who served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 Sep 2000, or served on or before 30 Sep 2000 in a position either as an employee in the GS-1102 series or as a member of the armed forces in a similar occupational specialty

 

OR

 

Must be a DOD employee in the Contingency Contracting Force

In addition, your resume must also demonstrate the following:

 

GS-09:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

 

Performance of contract administration functions for healthcare and other personal and non-personal contracts.  Examples of such experience are: Determining availability of potential suppliers; analyzing requirements to assist with the development of a statement of work (e.g. specifications, quality assurance plans, terms and conditions, overhead rate agreement due to contract modifications, and supplementary agreements); assisting with negotiations and analyzing bids or proposals for responsiveness.

 

OR

 

Possess 2 full academic years of progressively higher level graduate education in one or a combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or law school or LL.B. or J.D.

 

OR

 

Possess a combination of specialized experience and education that equates to one year of experience.  Percentage of the required education plus my percentage of the required experience equal 100 percent.

 

GS-11:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

 

Performance of contract administration functions for healthcare and other personal and non-personal contracts. Examples of such experience are: Determining availability of potential suppliers; analyzing requirements to assist with the development of a statement of work (e.g. specifications, quality assurance plans, terms and conditions, overhead rate agreement due to contract modifications, and supplementary agreements); assisting with negotiations; analyzing bids or proposals for responsiveness, and assisting with monitoring the contractor’s performance; and reviewing contract files for completeness and final closure.

 

OR

 

Possess 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in one or a combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

 

OR

 

Possess a combination of specialized experience and education that equates to one year of experience.  Percentage of the required education plus my percentage of the required experience equal 100 percent.

 

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

 

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.  Applicants should meet the DAWIA Certification requirements for the Contracting Career Field and be certified at Level II at the time of application.  If you possess DAWIA Certification, please indicate your Certification Level and Career Field information in your resume.

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.
