The position is located in the Bureau of Overseas Buildings Operations (OBO), Program Development, Coordination, and Support Directorate (PDCS), Office of Project Development and Coordination (PDC), and can be located in any of PDC's Divisions.  In support of OBO's mission to provide safe, secure and fully functional facilities for Departmental and other tenant employees, as well as U.S. and foreign visitors to such facilities, at diplomatic posts and missions overseas, PDC provides project management and coordination of support from inception through project completion for all capital and major non-capital projects.

The incumbent serves as a Program Analyst responsible for providing analytical and administrative support to the cognizant Division Chief and staff of over a range of program activities relevant to the Division's area of responsibility, and for assisting in the coordination of work within the Division.

As a Program Analyst assigned to a Division of OBO/PDCS/PDC, the contractor provides analytical support and administrative assistance to Division management and staff over a significant range or program activities relevant to the Division's area of responsibility, and assists management in coordinating the work among the PDC divisions.  The incumbent stays abreast of the Division's workload and the assignments and responsibilities of the analysts and planners within the Division in order to help ensure that the Division meets the deadlines.

The duties, include but are not limited to the following:

  • Assists in the preparation and publication of studies and plans, including responsibility, as directed, for collecting organizing, and incorporating data for a wide range of documents;
  • Communicates with Division management officials and co-workers in both informal conversations and formal presentations, and delivers short briefings and presentations concerning administrative, clerical, and other non-technical matters;
  • As directed, develops drafts of concepts for the implementation of selected planning activities, including suggested scope of the activity, operational and programmatic costs, and likely duration; types, edits letters, memoranda, cables, reports and other materials as directed using automated tools;
  • Assists management officials and staff with routine travel queries and stays abreast of new department travel policies and procedures and prepares and maintains Division time and attendance, personnel and contract office files.

Applicants applying for the GS-09 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-07 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience must demonstrate the following:

***Experience in gathering and collecting data for routine research and summarizing background information, and other material for publications.

***Experience in drafting program analysis reports and briefing materials for the Division Chiefs and other key staff

***Experience in preparing travel, time and attendance and applying travel regulations.

***Experience in proofing and correcting errors in correspondence and documents reviewed for signature or approval by higher level officials in various offices.

OR

B. Have a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D. from an accredited college or university.  This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled;
OR

C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-07 level in the Federal Service.  This experience and education together meets 100% of the qualification requirements for this position.
Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements.  Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study).  The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

HOW YOU WILL BE EVALUATED:

Your qualifications will be evaluated on the following knowledge, skills, abilities (KSAs) and other characteristics that are relevant to the duties of this position and must be fully supported by information in your resume:

1. Knowledge of the substantive programs of the Division as they relate to analysis, programmatic, administrative, and clerical support functions.

2. Ability to use analytical and evaluative techniques to assess program and project efficiency and effectiveness and to assist in the preparation of management reports.

4. Knowledge of coordinating travel arrangements for staff to worldwide posts and time and attendance.

5. Organizational skills including but not limited to tracking and maintenance of documentation, project workflow, storage of electronic documentation and files schedule management, and meeting coordination and set up.

6. Ability to communicate in writing.

The Overseas Buildings Operations (OBO) has a program that allows for Personal Service Contract (PSC) employees to be reimbursed for their health premium costs that they incur during the period of performance. The program pays up-to-5% of the employee's base salary or up-to-50% of the insurance premium cost (not to exceed 5% of the GS-15/step 10 salary equilavent) towards either an individual policy or a family policy. To be eligible for the PSC Health Insurance Reimbursement Program, the employee must provide proof of insurance coverage and the cost of the premium for which s/he is responsible. Employees who are covered under another federal health insurance coverage are not eligible for reimbursement. Former Military Service and Federal employees Annual Leave Acrual rates: PSC employees entering on duty with prior military service and/or federal civilian service can credit their years of service for higher annual leave accrual rates. Please submit a copy of your most recent DD-214 and/or SF-50 for consideration for higher annual leave rates. Annual leave is provided for vacations and other personal use. The number of hours earned will depend on your work schedule and the length of time you work for the government. Full time permanent employees earn up to 13 days of sick leave annually. Part time employees earn leave on a pro rata basis. Time may be used for medical appointments, personal illness or injury and caring for sick family members.
