On behalf of the Department of Defense and other U.S. Government Departments and Agencies, the Defense Security Service supports national security and the warfighter through our security oversight and education missions.  DSS oversees the protection of U.S. and foreign classified information and technologies in the hands of industry under the National Industrial Security Program (NISP) and serves as the functional manager for the DoD security professional development program.  We provide security education, training, and professional development services as the functional manager for the DoD security professional development program, and for other U.S. Government personnel and contractor employees, and representatives of foreign governments, as required.

This Position is in the Excepted Service under Title 10, Defense Civilian Intelligence Personnel System (DCIPS). This is a Full Time permanent position.


Excepted Service includes all positions in the executive branch of the Federal Government which are specifically excepted from the competitive service by or pursuant to statute, by the President, or by the Office of Personnel Management, and which are not in the Senior Executive Service.


Merit: Open to current or former Federal Civilian employees. SF50s are required to show Federal Civilian status. SF50s must show title, series, and grade for eligibility.  

(Public) Title 10: Open to All U.S. Citizens. if you have never been a federal civilian employee you would apply public.


As an Equal Employment Specialist, you will: 

- Administer an EEO complaint processing software.
- Use data and information to identify trends and improvement opportunities for processing programs.
- Manage the EEO complaint process procedures.
- Complete EEO reports.
- Prepare all case files according to compliance standards in both hard and soft copy formats.
- Monitor the EEO complaint process procedures for timeliness and compliance.
- Assist in the implementation of required EEO training.
- Notify EEO Managers of trends and concerns regarding meeting compliance standards.
- Administer publications and communications of all EEO internal policy statements, memoranda and instructions.
- Advise and assist EEO counselors on technical aspects of the EEO complaint process.

This is a General Grade position in the Defense Civilian Intelligence Personnel System (DCIPS). Duties of this position are at the GS/GG-09 level. 

To qualify for this position at the GG-09 level you must have specialized experience equivalent to the GS/GG-07 grade level.


Specialized Experience is defined as knowledge and experience with EEO complaint database software, completing EEO reports, and providing EEO compliance updates to upper level management.

SUBSTITUTION OF EDUCATION :   Appropriate education may be substituted for experience. This education must be from an accredited college or university accredited by an organization approved by the U.S. Department of Education. See


For this position, Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., may be substituted for experience. 
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the 1 year of full-time study requirement.  


If substituting education for experience, transcripts must be provided. Failure to provide transcripts will result in you being rated ineligible for this position. We accept unofficial transcripts, as long as they contain the applicant’s name, the name of the school, the date and degree that was awarded, and the list of classes and credits earned. Transcripts must be received in this office by 11:59PM EST on the closing date in order to be considered.

SECURITY REQUIREMENTS: Critical Sensitive (Top Secret) with Sensitive Compartmented Information (SCI) access must be obtained and maintained.

This position requires a Top Secret security clearance - This position is designated critical sensitive, as defined in DoD 5200.2-R, Personnel Security Program, and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointed basis.  This requirement may take 120 days or longer to process.

Other Notes:

A two-year trial period appointment will be required; if a trial period has not been previously completed.


Incumbent must obtain and maintain a valid driver's license.


Incumbent is subject to a counterintelligence-scope polygraph examination upon request by competent authority.


Incumbent is subject to random drug testing.


Incumbent must maintain a TS clearance with SCI eligibility.
