  • Serves as managing editor of the annual DAU Catalog within the Visual Arts and Press, Defense Acquisition University .
  • Receives course description submissions, program descriptions and entries, appendices, and Agency descriptions from SMEs.
  • Conducts research and acquires information through personal and telephone interviews with high-level officials of the Office of the Secretary of Defense, senior management within the federal agencies, military departments, private industry, and academia.
  • Interfaces directly with in-house and external personnel, which include graphic designers, desktop publishers, photographers, and commercial printers during the production phase of the journal.
  • Proofreads catalog entries to verify factual information and accuracy of references and endnotes to ensure consistency with departmental editorial policies in accordance with the associated style guides and manuals, i.e., "Government Printing Office (GPO) Style Guide", the "Publication Manual of the American Psychological Association" and "The Chicago Manual of Style."
  • Edits all catalog material using standard proofreader’s marks concentrating on subject matter presentation, clarity, grammatical construction, syntax, spelling, punctuation, paragraph and manuscript length, reader interest, and appropriateness of information for the Defense Acquisition Workforce.
  • Reviews near-final draft of the journal and galley proofs from the commercial printer. Work is reviewed and cleared for publication within DAU. May be required to personally visit worksites in order to conduct press inspections.
  • Applies technical skills and experience with desktop publishing software (e.g. Adobe InDesign, Illustrator, Photoshop, Acrobat, and font management software) to develop high-quality publications such as magazines, catalogs, technical reports, brochures, and other special publications.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower pay band within the federal service, which demonstrates the ability to perform the duties of the position, is required.  

Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the writer/editor.  As this position is being filled at the upper level of pay band NH-II, you must also demonstrate experience 1) conducting senior level editing of a publication in accordance with the requirements of standard editing manuals such as the Publications Manual of the American Psychological Association (APA), Associated Press Stylebook, or The Chicago Manual of Style, 2) performing complex writing and editing duties associated with the publishing process, various printed media, Internet publishing, manuscript preparation, design and typography, and the commercial offset printing process, and 3) coordinating the publication process of a large publication such as a university catalog.


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement.     Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for specialized experience, you must submit transcripts (official or unofficial) or some form of proof of your education.  To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education  Failure to provide documentation at the time of processing, or a determination that you do not possess sufficient education and experience to meet the total qualification requirements, will result in an ineligible rating. 


Examples of acceptable master's degrees include but are not limited to: Master's degree in Journalism, Communications, Professional Writing and Editing, Editorial Studies, Publishing and Editing.  

Background or Security Investigation:  This is a non-critical sensitive position.   Employment in this position requires a background investigation which may delay your starting date.  If you are selected and cannot obtain a favorable security determination within a reasonable period of time due to disclosed or undisclosed background issues, the employment offer may be withdrawn.  Individuals selected for this position are required to obtain and maintain a favorable security determination to occupy a sensitive position within the agency as a condition of employment.  Failure to maintain eligibility to occupy a sensitive position may result in termination.

3.  Best Qualified Category.   Meets the minimum qualification requirements and demonstrates experience as an expert in the field or recognized as a senior specialist, team lead, etc.


Application of Veterans Preference:  The Category Rating Method does not add veterans' preference points or apply the "rule of three," but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.  Preference eligible's who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.   A selecting official may make selections from the highest quality category (Best Qualified) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied.


The Assessment Questionnaire takes approximately 15 minutes to complete and collects information on your education, training and experience related to the following critical competencies: 

·         Ability to lead, negotiate, and work constructively in a team environment.

·         Ability to conceptualize, develop content, write and deliver oral presentations.

·         Ability to use computer programs to collect and analyze data.

·         Ability to provide expert advice to senior management.
