This position is ideal to serve as the directorate'.   This position starts at a salary of $74,872 (GS-12) and $89,033 (GS-13).   Apply for this exciting opportunity to become a member of the Protection and National Preparedness, National Continuity Programs, Continuity of Operations Division.

PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

In this position, ensure the confidentiality, integrity, and availability of systems, networks, and data through planning, analysis, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools .   Typical work assignments include:

·          Conducts risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs.

·          Promotes awareness of security issues among management and ensures sound security principles are reflected in organizational vision and goals.   Conducts systems security evaluations, audits, and reviews.

·          Develops systems security contingency plans and disaster recovery procedures.

·          Develops and implements programs to ensure that systems, network, and data users are aware of, understand and adhere to systems security policies and procedures.

·          May serve as a Contracting Officer's Technical Representative (COTR),a certified Government employee appointed in writing by the Contracting Officer(CO) to assist in performing contract administration duties. The COTR has the responsibility of monitoring and documenting  the contractor's performance of the contract, and provides technical and project management oversight during the contract lifecycle. COTRs must successfully complete training and maintain refresher courses in the duties and responsibilities as specified by the DHS & FEMA.

You qualify for this position at the GS-12 (starting salary $74,872) level if you possess the following:

One full year of specialized experience.  Specialized experience is described as: Accomplishment of IT security assignments that required sound knowledge of vulnerability and security control assessment tools, security control assessment techniques, and vulnerability analysis over a wide range of systems to determine compliance with IT security requirements and to recommend improvements to information security programs, policies, and procedures. This level of work experience should reflect independence in planning and carrying out the assignment, selecting the approach or methodology to be used, and coordinating the work with others as necessary. AND

1.     Knowledge of:

a.     DITSCAP:  DoD Information Technology Security Certification and Accreditation Process

b.    NIACAP: National information Assurance and Certification and Accreditation Process.

2.     Experience using and/or configuring bulk encryption devices.


You qualify for this position at the GS-13 (starting salary $89,033) level if you possess the following:  

One full year of specialized experience.  Specialized experience is described as: Accomplishment of IT security assignments that required in-depth knowledge of National Security Agency, Department of Defense and Intelligence Community Directives, standards and guidelines, vulnerability and security control assessment tools, security control assessment techniques, and vulnerability analysis over a wide range of systems to determine compliance with IT security requirements and to recommend improvements to information security programs, policies, and procedures. This level of work experience should reflect wide latitude for the exercise of independent judgment to perform work of marked difficulty and responsibility. AND

1.     Knowledge of:

a.     DITSCAP:  DoD Information Technology Security Certification and Accreditation Process

b.    NIACAP: National information Assurance and Certification and Accreditation Process.

c.        FISMA: Federal Information Systems Management Act

d.       ICDs: Intelligence Community Directives

2.     Experience accrediting and/or working Cross Domain Solutions?

3.     Experience remediating vulnerabilities, associated with a classified system.

4.     Experience using and/or configuring bulk encryption devices?

Time-in-Grade Requirements for Federal employees:  Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Top Secret-SCI as a condition of placement into this position. This may include a review of financial issues, such as delinquency, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

 

This is a National Security/Special Sensitive-designated position which requires a Top Secret security clearance based on a single-scope background investigation.   The individual must be capable of receiving and maintaining SCI access.

5.      Ability to communicate written ideas and technical information clearly, concisely to achieve results.
