The Health Resources and Services Administration (HRSA), an agency of the U.S. Department of Health and Human Services, is the primary Federal agency for improving access to health care services for people who are uninsured, isolated or medically vulnerable.

 

Comprising six bureaus and 9 offices, HRSA provides leadership and financial support to health care providers in every state and U.S. territory. HRSA grantees provide health care to uninsured people, people living with HIV/AIDS, and pregnant women, mothers and children. They train health professionals and improve systems of care in rural communities. 

 

This position is being filled through the Direct Hire Authority for this occupation and is open to all US Citizens.  All applicants who meet the basic qualification requirements will be forwarded to the Selecting Official for consideration. If selected for the position, the incumbent will;

 

- Be recognized as a national expert in the nursing arena.  The incumbent will provide leadership and direction to national nursing programs; establish Division goals, objectives, development of budgets, and legislation; direct all nursing workforce programs statistical and analytical activities of the Bureau; serve as authority in the analysis of legislation and the development of policy for national nursing workforce programs; coordinate or synthesize technical issues with economic considerations; develop and coordinate grants, contracts, cooperative agreements and similar arrangements which may impact health workforce practices; analyze and evaluate on a quantitative and qualitative basis, the effectiveness of nursing workforce programs or operations; evaluate agency-wide nursing and health workforce programs against short and long term objectives; and negotiate and collaborate with other government personnel, nursing professionals and other professional associations regarding health practices and nursing education.

Basic Requirements:

This position has an education requirement. To be basically qualified for this position you must have:

 

Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.

AND

Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

 

OR

Recently graduated from an approved nursing educational program within the past 12 months and State registration is pending.

 

Minimum Qualifications:

 

In addition to meeting the basic requirement listed above, you must have one (1) year of specialized experience listed below that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to the next lower grade level in the Federal Government.

 

You must possess one year of specialized experience equivalent to at least the GS-14 grade level.

 

Qualifying specialized experience is experience related to the work to be performed. It may be defined as

evaluating and designing national nursing workforce programs; assessing nursing training opportunities and competencies for the nursing health workforce; and understanding and interpreting regression, factor analysis and other types of statistical analysis involving nursing health workforce.


Foreign Education:  If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.  For further information, visit: http://www.ed.gov.
