Applicants must have one year of specialized experience equivalent to the next lower grade level or comparable pay band in the Federal service, which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Experience is typically in or related to the work of the position as described in the Major Duties above.
For the GS-09: you must have one year of specialized experience equivalent to at least the GS-07 level in the Federal service or comparable pay band system. For this position specialized experience is defined as: Experience in civil rights or another related area (e.g., law, accounting, architecture, statistics) which involves interviewing witnesses; analyzing data; writing analyses of data obtained; reviewing laws and/or regulations and applying legal requirements to the facts obtained; assessing accessibility; and making education and outreach presentations.
For the GS-11: you must have one year of specialized experience equivalent to at least the GS-09 level in the Federal service or comparable pay band system. For this position specialized experience is defined as: Experience in applying, enforcing or administering civil rights laws or regulations (or experience in related areas e.g., law, accounting, architecture, statistics) that involves conducting investigations and/or compliance reviews and/or accessibility inspections; developing or conducting (undercover) tests to detect violations of applicable laws and/or regulations; obtaining and analyzing evidence; interviewing witnesses; negotiating settlements; writing extensive reports documenting and analyzing findings; providing technical assistance to the public through education and outreach presentations or written responses; making presentations on applicable legal requirements.
GS-9: You may substitute a Master's degree or 2 full years of graduate education or a J.D or L.L.B. degree for experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.
GS-11: You may substitute a Ph.D. or an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree or an LL.M. for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
Combining Experience and Education:
To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%.
Candidates must meet all qualification requirements within 30 days of the closing date of this announcement. Candidates in competitive service positions must have served at least 52 weeks at the next lower level to meet time-in-grade requirements.

Human Resources will review your resume and supporting documentation to ensure you meet the minimum qualification requirements. If you meet the minimum qualifications, your knowledge, skills, and abilities (KSAs) will be rated between 70 and 100 based on your responses to the online assessment questionnaire. If you are eligible for placement under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) eligibility, you must earn a score that places you in the Best Qualified group to be considered qualified. The KSAs for this position are:

· Skill in collecting, investigating and analyzing information.
