BLM is seeking a dynamic and energetic individual to join the team as a Program Analyst (Investment Management) in the Division of Business Technology & Alignment.

The BLM manages more land - approximately 253 million acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska. The Bureau, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estates throughout the nation. The BLM's multiple-use mission is to sustain the health and productivity of the public lands for the use and enjoyment of present and future generations.

Develops policy and guidance relative to asset and funds management. Responsible for all hardware inventory, purchases, and maintenance funding strategies and execution. Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives. Provides advisory services for a wide variety of substantive issues, with extensive scope and impact throughout a complex organization with interrelated processes and functions. Designs and conducts management surveys and research projects, and/or studies. Ensures all investments are linked to the Capital Asset Plan and provides investment updates and forecasting.

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement-please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

For the GS-12: Applicants must have one year of specialized experience equivalent to the GS-11 grade level.

Example of specialized experience: Experience with an evaluation program including program evaluations, Technical procedures reviews, and internal control reviews. Working and assisting with detailed plans, goals and objectives for programs effectiveness.

For the GS-13: Applicants must have one year of specialized experience equivalent to the GS-12 grade level.

Example of specialized experience: Experience with leading an evaluation program including program evaluations, Technical procedures reviews, and internal control reviews. Experience with analysis of interrelated issues of effectiveness, efficiently and productivity.

5. Skills in analyzing cost-benefits relationships between funding and administrative programs (staffing, travel, overtime, salaries, contracting vehicles and related expenses) to develop multi- and out- year programmatic financial management plans and forecasts.
