BLM is seeking a dynamic and energetic individual to join the team to provide administrative dispatch services in an Interagency Law Enforcement Communications Center.  The BLM manages more land – approximately 253 million acres - than any other Federal agency.  This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska.  The Bureau, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estates throughout the nation.  The BLM's multiple-use mission is to sustain the health and productivity of the public lands for the use and enjoyment of present and future generations.

This incumbent of this position works in an Interagency Law Enforcement Communications Center that provides full service 24-hours a day, seven days a week.


Maintains full on-site access to and performs computerized investigations and searches utilizing the following systems: - Arizona Criminal Justice Information Systems (ACJIS) - National Crime Information Center (NCIC) - National Law Enforcement Telecommunication System (NLETS).


Serves as a public emergency answering point for the Bureau of Land Management (BLM), National Park Service (NPS), United States Fish and Wildlife Service(USF&WS) and the United States Forest Service (USFS). Serves multiple agencies/jurisdictions.



Supports multi agency Homeland Security and counter narcotics efforts on the international border of The United States and The Republic of Mexico.


Operates multi line telephones and multi frequency radio consoles, coordinating, monitoring and assisting with law enforcement operations between a variety of agencies and personnel.

<u>Specialized Experience Requirements :</u>  


In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume.  To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-5/6) of the position to be filled.  Examples of specialized include but are not limited to: Work involving providing assistance to Law Enforcement personnel in the field, as well as emergency assistance to the general public; eliciting critical information from reporting parties, who may be hysterical, hostile, uncooperative, traumatized, and/or injured, or who have other communications impediments. Experience using criminal incident reporting systems. Experience operating a multi channel radio and computer aided dispatch system. Experience monitoring radio traffic effectively.  


You must meet all qualification requirements by the closing date of the announcement.


This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element.  Those who do not provide evidence they possess the following selective factor will be rated not qualified:  


Must be able to type a minimum speed of 40wpm.


Must be willing and able to work rotating shifts and frequent overtime.

For GS6- One year of specialized experience equivalent to at least the GS5 grade level or graduate education may be credited when the graduate education is directly related to the work of the position.


For GS7- One year of specialized experience equivalent to at least the GS6 grade level graduate education may be credited when the graduate education is directly related to the work of the position.

3. Knowledge of key geographical features and facilities under the jurisdiction of all agencies dispatched through the Communications Center and skill in map reading.



4. Knowledge of the function, procedures and operation of a complex radio and computer aided dispatch system.

The position is considered "essential" meaning the incumbent is required to work most holidays, report for duty during adverse weather conditions, and be expected to work for long hours exceeding normally scheduled shifts in case of emergencies.


Must be able to obtain and ACJIS Terminal Operator Certification within six months of hire and maintain certification throughout the employment.


Position is sedentary with high amounts of stress. 


Work requires use of voice in vocal communications for periods of hours at a time.  Voice must be clear, audible and tone effective with words plainly spoken and understandable.  Incumbent must be able to hear clearly and discern a variety of audible communication and signals simultaneously. Incumbent must possess manual dexterity sufficient to operate computer terminals/keyboards and related equipment and to maintain written logs.


Incumbent must function efficiently in a confined space for extended periods with no breaks and no opportunity to leave the confines of the Communication Center.


This position is subject to shift work (including overnight shifts), rotating shift work, and uncommon tours of duty, such as weekends and holidays. Regular overtime is required.


Work involves occasional lifting of boxes and supplies up to weights of 50 pounds.
