The FDA's Office of Regulatory Affairs is the lead office for all FDA Field activities as well as providing FDA leadership on imports, inspections, and enforcement policy.  ORA supports FDA Product Centers by inspecting regulated products and manufacturers, conducting sample analysis on regulated products, and reviewing imported products offered for entry into the United States.  ORA also develops FDA-wide policy on compliance and enforcement.

WHO MAY APPLY:  This vacancy is open to current permanent (career/career-conditional appointments) employees of the Food and Drug Administration (FDA) ONLY.  Current FDA employees serving under a Schedule-A OR VRA appointment are eligible for consideration. LOCATION:  These positions are located in the Food and Drug Administration, Office of Regulatory Affairs, Office of Operations, Office of Medical Products and Tobacco Operations, Immediate Office and/or Division of Medical Products and Tobacco Program Operations or Medical Products and Tobacco Trip Planning Branch located in Rockville, Maryland. 

The salary listed in the vacancy announcement includes the geographical locality pay. 

TYPE OF POSITION: This position is being filled on a full-time, permanent basis.

PROMOTION POTENTIAL: This is a career-ladder position; GS-13 is the full performance level.

The incumbent serves as the agency focal point of investigation and inspection issues between headquarters units and field offices.  Develops and/or evaluates agency policy and procedures for investigation/inspection of establishments in the regulated industry to ensure compliance with laws and regulations administered by the agency. Major duties, at the full performance level,  include: 

  • Plans and conducts comprehensive analytical surveys and special studies in the field of management policies acting as the team leader when other analysts are involved.  

  • Conducts major, and/or long-term studies of the mission programs and operations carried out by all Center/Office organizations, conducts scheduled surveys, management studies, and special studies in any or all organizations.
  • Confers with operating officials and supervisors to discuss survey requirements.  

  • Presents and discusses findings with responsible officials and documents findings in written management reports, identifying weaknesses and outlining conclusions, analyzing findings and making specific recommendations for resolution of problem areas, substantially increasing management effectiveness and utilization of human and/or other resources and improving systems and procedures.

  • Responsible for maintaining information on new programs, studies, regulations, policy statements, enacted legislation involving or affecting the Center/Office.

  • Analyzes and evaluates in a comprehensive manner Center/Office work processes and policies, operations, and procedures, taking into full consideration complex legislative, programmatic, and management issues and problems.  

  • Designs and conducts time sensitive analytical and evaluative studies of program or administrative management systems, work simplification, resource utilization, and decision making studies for the Center/Office.  

  • Devises analytical approaches for establishing the approach and objectives of such studies, formulates methodology, and evaluates alternative courses of action. 

  • Conducts data gathering using techniques such as quantitative analysis, surveys, interviews, research, etc., to justify proposals through systematic and deductive reasoning.

  • Prepares and coordinates Center/Office responses to sensitive requests from the Congress, OMB, GAO, the Inspector General, and/or DIMS. 

  • Duties at the trainee levels will be selected by the supervisor and will be developmental in nature.

    Applicants must meet all qualification requirements by the closing date of this vacancy announcement:

    GS-11 : one year of specialized experience at least equivalent to the GS-09 level of Federal service; OR Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree related to the position being filled. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester hours will satisfy an academic year of graduate study.    

    GS-12: one year of specialized experience at least equivalent to the GS-11 level of Federal service. 

    SPECIALIZED EXPERIENCE:   Experience directly related to the position to be filled which has equipped the candidate with the particular knowledge, skills, and abilities needed to successfully perform the duties of the position, and that is typically in or related to the position to be filled which includes knowledge of program and data management; in-depth experience in analyzing statistical data and conducting research studies in order to evaluate efficiency and effectiveness of programs; and experience identifying problems in program areas and implementing or recommending solutions.   

    Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

    TIME-IN-GRADE REQUIREMENT : In addition to the specialized experience requirement, applicants must meet the following time-in-grade requirement within 30 days of the closing date of this announcement.

    GS-11: Applicants must have 52 weeks at the GS-9 or higher. 

    GS-12: Applicants must have 52 weeks at the GS-11 or higher.
