JOB SUMMARY:

The Eastern Operations Division processes administrative payments, collections, and cash management services required to support NOAA and BIS programs. Services include a variety of accounting and processing activities which include voucher examination, auditing and recording of financial documents, and entry of accounting data to an automated accounting and payment system.

This position is located in the Office of Chief Financial Officer, Finance Office, Accounting Operations Division, Eastern Operations Government Branch, Travel Team in Germantown, Maryland. This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-4 is equivalent to the GS-13/14.

This position is also being advertised as a Supervisory Accountant, ZA-0510-4 under announcement number SO-CFOFO-2013-0002 (open to status candidates). You must apply separately under each announcement to be considered for each announcement.

Payment of relocation expenses is NOT authorized. A one-year supervisory probationary period may be required. This is a non-bargaining position.

The individual selected for this position will:

  • Perform a variety of accounting and supervisory tasks which require application of a wide range of accounting procedures, regulations, systems, and guidelines.
  • Plan, set priorities and schedules of work for the staff.
  • Make assignments, evaluate performance, counsel employees in work and administrative matters, interview candidates, and identify training needs of staff.
  • Assure data entered into accounting systems are accurate, timely, and complete.

BASIC EDUCATION REQUIREMENTS:

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1.) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2.) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3.) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic entry qualification requirements, applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service (ZA-3; GS-12). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Specialized experience for this position is defined as: Experience in the use of accounting theories, practices, methods and techniques. Experience in analyzing accounting systems, and using analytical techniques to solve accounting problems.

HOW YOU WILL BE EVALUATED:
