For the GS-07 grade level: you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service, is required.
Specialized experience at the GS-07 grade level is defined as experience with problem-solving methods and techniques to resolve management problems and issues.

For the GS-07 grade level: Completion of 1 full academic year of graduate level education or eligibility under the Superior Academic Achievement Provision after completing a Bachelor's degree.
For the GS-09 grade level: Completion of all requirements for a Master's degree or equivalent degree.

Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelors degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1. Class standing-Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.<p>
2.Grade-point average (G.P.A)-Applicants must have a grade-point average of:<p>
a. 3.0 or higher out of a possible 4.0(B or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or<p>
b. 3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.<p>

Substitution of education for the specialized experience requirement at the GS-09 grade level: Two full years of progressively higher level graduate education, or Masters or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.

1. Qualified Category. Meets the minimum qualifications and demonstrates minimum experience and/or training only based on responses to required assessments.
2. Highly Qualified Category. Meets the minimum qualification requirements and demonstrates full-performance level experience based on responses to required assessments.
3. Best Qualified Category. Meets the minimum qualification requirements and demonstrates experience as an expert in the field or recognized as a senior specialist, team lead, etc.
Application of Veterans Preference: The Category Rating Method does not add veterans' preference points or apply the "rule of three," but protects the rights of veterans by placing them ahead of non-preference eligible's within each category.
