This position serves as a supervisor in the Food Service Section, at the VA Palo Alto Health Care System, Palo Alto, CA. You will be assigned to directly supervise cook/motor vehicle operators, food service workers, and Compensated Work Therapy (CWT)/Transitional Work Experience (TWE)/Veterans Recruitment Appointment (VRA) Workers. Duty assignments require rotation of shifts and changes in tour of duty and location to meet inpatient/resident needs. When scheduled to work before and after administrative hours, weekends, and holidays, in this position, you will be the highest-level supervisor on duty and you are then completely in charge of the food service section. Your duties will include:

·         Supervise activities of tray assembly line, cold food/hot food production unit, nourishment unit, dish room, docking area, tray and nourishment delivery and diet communication center.

·         Plan/coordinate/direct work in food service  in cooperation with other supervisors,

·         Accountable for quality, quantity and timeliness of work-determine staff work schedules/tasks sequence/priority/time for various operational needs to assure quality meal service.

·         Enforce employee health policies.

·         Manage food service resources in daily operations.

Work Schedule:  Monday -Sunday** Please Note: “This is a Relief Position-Must be able to work either shift (5:00am-1:30pm or 11:00am-7:30pm, Weekends & Holidays. Also must be able to work at Palo Alto, Menlo Park facilities as needed. No set days off.” Employee will be entitled to night differential, Saturday and Sunday special pay and Holiday premium pay if those days/hours are worked.

Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C (www.opm.gov/qualifications/x-118c).  For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1).  Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements.   While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

You will be rated on the following Job Elements as part of the assessment questionnaire for this position:

·         Ability to lead or supervise and do the work of a cook supervisor. (SCREEN-OUT ELEMENT)

·         Ability to supervise an entire food service operation

·         Ability to instruct others in proper sanitation techniques within food service areas

·         Ability to plan and organize the work to meet deadlines, such as plan and schedule service of regular and special diet meals

·         Ability to supervise staff with verbal and written communication

·         Ability to purchase subsistence and supplies according to service guidelines

PHYSICAL REQUIREMENT:

The work is performed within a hospital setting and involves exposure to kitchen noise, extreme temperatures, hazards of kitchen equipment and conditions and slippery floors. There is recurring risk of exposure to contagious disease and contact with patients with psychiatric disorders. The work also includes activities performed in an office setting as well as in the food production and service areas. The work occasionally involves standing and walking for long periods, and periodic lifting/carrying items weighing up to 40 pounds.

HOW YOU WILL BE EVALUATED:

Applicants will be ranked based on three quality groups, as follows:

  • Best Qualified - applicants possessing knowledge, skills and abilities that substantially exceed the minimum qualifications of the position and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Well Qualified - applicants possessing knowledge, skills and abilities that exceed the minimum qualification of the position and who are proficient in most of the requirements of the job;
  • Qualified - applicants possessing knowledge, skills and abilities that meet the minimum qualifications of the position.
