JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This position is with the U.S. Army Corps of Engineers Resource Management division located in New York, New York.   The New York District office is located in the Jacob K. Javits Federal Building in downtown Manhattan just minutes from Wall Street, Chinatown, Little Italy and SOHO. The building is surrounded by federal, city and state court and office buildings in the heart of lower Manhattan. The major intersection is Broadway and Duane Streets. Public transportation is available to and from all New York City boroughs and surrounding areas.

Position(s) will be filled under the Department of the Army  Recent Graduates Program. 

 

The Department of the Army Recent Graduates Program affords developmental experiences in the Department of Army intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.  

 

After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position.

 

To be eligible for conversion to a permanent or term position, Recent Graduates must:

 

·   Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.

·    Demonstrate successful job performance.

·   Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted

Positions are open to:

 

  • Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

     

  • Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.

      Specialized experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-05).  Specialized experience is defined as moderating funds received from upper management, preparing and analyzing balance sheets, incomes, expenses, and supporting data and schedules, maintaining accounting system, and resolving accounting problems.  

       

      You will be evaluated on the basis of your level of competency (knowledge, skills, abilities)in the following areas:

      • Ability to perform accounting procedures
      • Ability to work on a team
      • Knowledge of accounting systems, regulations, theories, concepts principles, and standards
      • Ability to communicate with management on accounting issues


      Basic Educational requirement:  Completion of at least a four year course of study leading to a bachelor's degree from an accredited college or university with a major field of study in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

       

      As a general rule, education is not creditable above the GS-5 level; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position:

       

      Completion of one year of graduate-level education, or possession of a master's or higher degree, (e.g., LL.B., J.D., LL.M., and Ph.D.) with a major field of study in Accounting or in a related field such as business administration, finance, or public administration.   (Note: You must include a copy of your transcripts.)

       

      Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
