As a senior analyst, the incumbent provides expert advice and assistance to the Budget Officer (BO), Financial Officer, Assistant Director for Administration, Deputy Director for Management Services, Chief of Staff and other senior managers on long range budgetary, administrative planning and policy direction affecting the Office. Works under the supervision of the BO and works closely with the Director, Deputy Directors, Chief of Staff, Assistant Director for Administration, and the Financial Officer by providing analysis and advice related to organizational management and operation of the COPS Office. He/she accomplishes this in conjunction with other staff.
Incumbent performs duties in connection with organization-wide budget, management and planning activities, coordination and refinement of organizational design development, budget formulation and executing/monitoring, and organization strategic planning. Performs analytical and special studies involving organizational theory and structures and budget issues. Participates in the implementation and development of the COPS strategic plan, budget, and performance measurements as it relates to the Department of Justice's strategic planning efforts.
Serves as senior analyst for the formulation of the COPS budget. Provides expert technical advice and assistance to staff on all phases of budget formulation. Evaluates, interprets and clarifies budget instructions. With the Budget Officer, develops and issues guidance to supervisors and managers for submission of annual operating plan. Reviews and revises input. Assists the Budget Officer in preparing and submitting operating plan.
Serves as a financial expert on budgeting and financial management issues and activities, including historical costs. Evaluates and makes recommendations on budget programs and systems; financial practices; grant processing and related activities; productivity and performance measures; resource allocations; and customer service efficiency and responsiveness. Responsible for budget analyses, process analyses and auditing of operations and performance and will recommend and assist in implementing appropriate procedures to implement solutions and plans.
The senior Budget Analyst is accountable for the implementation of the Government Performance and Results Act (GPRA) which will include, but not be limited to, responsibilities for assisting the COPS Budget Officer in the required GPRA reports. He/She will assist managers in developing performance indicators for the COPS program and will compile all required reports associated with GPRA.
Performs work related to developing and maintaining relationships with stakeholders in various levels of government, private industry, and/or academic institutions to communicate and disseminate information about program mission and activities. Assists the Director, Deputy Directors, Chief of Staff, Assistant Director for Administration, Budget and Financial Services Manager and other members of the Executive Management Team by planning and conducting one time, short term special project studies of complex problems. Develops manuals, reports, and other written materials that foster the uniform and consistent application of COPS policies throughout the Office, and that communicate the mission, function and accomplishments of the COPS Office.
As a senior analyst, evaluates assigned program against short-and long-range budgetary objectives. Serves as expert analyst on studies or projects that have significant impact on major organizational components of the COPS Office. Participates in cost effectiveness studies for operating or administrative programs. Conducts program cost analyses such as life cycle development, or other cost analyses projects, or performance of cost benefit or economic program evaluations. Prepares reports and briefings on study results and is responsible for the collection, interpretation, and analysis of quantitative and qualitative data relevant to COPS budget and programs being evaluated.
