Permanent Change of Station (PCS): PCS is not authorized.

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the Selected Reserve Incentive Program (SRIP).

Type of Appointment: This is a full-time, Excepted Indefinite, dual-status position which requires Georgia Army National Guard Membership. This position may be converted to a permanent position without further competition.

Job Summary:  This position is located in the ARNG STARC Headquarters, Occupational Health Branch. The primary purpose of this position is to provide technical assistance in conducting industrial hygiene surveys and special workplace investigations.

Background Check:  Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Army National Guard Enlisted incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Industrial Hygiene Technician functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Georgia Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

KEY REQUIREMENTS

  • Must be a current U.S. Citizen.
  • Under 5 USC 2108 & 5 CFR 211, Veteran's Preference criteria does not apply.
  • Direct Deposit Banking is Mandatory.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Provides assistance to Industrial Hygienist, Regional Industrial Hygienist, or Occupational Health Specialist by performing surveys, inspecting and evaluating areas and activities to eliminate hazards and assure compliance with applicable Occupational Safety and Health Administration (OSHA) and ARNG Occupational Safety and Health regulations.
  • Collects chemical, material, noise and air samples, etc., to assist in identifying health hazards within the workplace.
  • Performs no-notice, spot and special inspections of operational facilities and shops when statistical analyses and conditions dictate a need, when new equipment is to be installed, and when hazardous conditions exit.
  • Reviews engineering plans and drawings; studies sketches and drawings for the alteration or new construction of buildings, structures, maintenance areas, or other work areas to assure integration of environmental health, industrial hygiene and safety principles as directed by applicable NGR, federal, and/or state regulations.
  • Briefs supervisors, managers and employees on hazardous operations or conditions and advises of possible abatement procedures.
  • Checks, tests, calibrates, maintains and repairs survey instruments and equipment.
  • Recommends and assures the use of procedures for the handling, storage and disposal of toxic and hazardous waste in
    accordance with applicable ARNG regulations, and federal and state Environmental Protection Agency (EPA regulations.
  • Coordinates and collaborates with Occupational Health in establishing health education programs concerning employee exposure to industrial/environmental hazards.
  • Prepares written reports covering hazards found and the required control measures to implement based upon guidance received from the Regional Industrial Hygienist, NGB and/or applicable regulations.
  • Performs other duties as assigned.

General Experience:  Must have experience, education, or training which provided a basic knowledge of principles and practices related to the health care delivery system. 

Specialized Experience GS-05:  Must have at least 6 months specialized experience which provided a basic knowledge of principles and practices related to the health care delivery system. 

Specialized Experience GS-07:  Must have at least 12 months specialized experience which provided a working knowledge of missions, organizations, programs and requirements of health care delivery systems.  Experience involved in performing or assisting with a varied range of health or bioenvironmental activities.  Experience interpreting various policies and procedures used in the state medical programs.

Knowledge, Skills and Abilities (KSAs):  Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

  • Knowledge encompassing a basic foundation of the physical or life sciences and a knowledge of the conventional methods, techniques and principles of industrial hygiene sufficient to enable the incumbent to independently perform assignments relating to the identification, evaluation and control of industrial health hazards.
  • Knowledge of OSHA and Environmental Protection concepts, principles and practices applicable to the performance of relatively routine industrial/environmental investigations or to portions of large and complex investigations.
  • Knowledge required to identify and evaluate hazards found in industrial and field training operations where processes are of a conventional nature and literature on the hazards is, in most cases, readily available.
  • Knowledge of federal and state laws, DOD, US Army, and ARNG regulations, policies and procedures related to environmental health to sufficiently interpret and explain reasons for applying measures and procedures, to accurately identify industrial hygiene and environmental protection problems and to explain basis for identification.
  • Knowledge required to recommend control measures or possible approaches to the correction and/or control of harmful exposure.


Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

National Guard Compatibility: Once an applicant is selected and prior to being placed in the technician Industrial Hygiene Technician position, the selectee must be assigned to a compatible unit in the Georgia Army National Guard as an Enlisted member in ECMF: 68. Rank inversion is strictly prohibited.

Wear of the Army uniform as prescribed by AR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
