This position is located in the Partnerships and Technical Assistance Division, Community Policing Advancement Directorate, Office of Community Policing Services (COPS), U.S. Department of Justice.  Incumbent serves as a Program Specialist under the supervision of the Supervisory Policy Analyst for Partnerships and Technical Assistance is responsible for advancing community policing by expanding and maintaining relationships between the COPS Office and its collaborative partners and provides resources to the law enforcement field.

Incumbent assists in the design, implementation, monitoring and assessment of national level programs and the development and dissemination of quality resources on relevant subjects to advance community policing.

Conducts research that will further the development of a variety of partnership activities, including reviewing information and providing guidance on partnership development.

Performs data collection and analysis activities in support of marketing COPS Office products, publications and services to the law enforcement community, local government, the private sector, and community groups.

Works to develop original content for the COPS web site and other COPS on-line endeavors, as well as re-formats and edits existing material for the electronic media. Assists in the coordination of web-based activities, including working to develop new web-based marketing techniques and outreach efforts.

Writes and edits materials for the COPS newsletter and partner newsletters, brochures, guidebooks, and other printed material. Resolves inconsistencies in all areas of publications, changing formats in texts as needed.

Works with graphic designers, determines placement of illustrations and photographs. Directs development and production of publications covering a variety of subjects and audiences.

 Assists in the management of COPS training products, especially those with the potential for on-line training. Assists in the development and management of on-line training.

Serves as COPS representative at meetings, conferences, agency and inter-agency groups and other panels. Serves as a resource person in contacts with other government agencies, professional organizations and associations dealing with similar substantive areas, encouraging their use of appropriate findings and COPS Office resources, soliciting input regarding current needs and coordinates activities to advance community policing.

Grade 09: Qualifying experience for the GS-9 level includes one year of specialized experience at least equivalent to the GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are researching and analyzing established administrative issues; acting as liaison with individuals and groups both inside and outside an organization regarding administrative and/or organizational matters; and preparing a variety of written documents, such as staff papers, status reports, or policy recommendations.


SUBSTITUTION OF EDUCATION FOR EXPERIENCE

The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.

COMBINATION OF EDUCATION AND EXPERIENCE

Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
Grade 11: Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to GS-9 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are researching or analyzing established administrative issues; or interpreting regulations and organizational policy regarding administrative or program issues to provide advice and guidance on well-precedented issues.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE

Experience requirements at the GS-11 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.

COMBINATION OF EDUCATION AND EXPERIENCE

Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
Grade 12: Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are identifying and analyzing policy, regulations, and/or standards covering portions of an organization's programs, activities, or functions; or analyzing fluctuating conditions and unusual factors and providing recommendations to resolve unusual or uncommon administrative issues.
