To qualify at the grade GS-14, applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: 1) managing law enforcement and physical security activities and operations; 2) providing technical advice and guidance to management and other senior staff regarding the evaluation of operations related to physical security and law enforcement programs; 3) directing the work of subordinate staff (i.e. assigning work, developing performance standards, making authoritative decisions regarding personnel actions, etc.); and 4) interpreting laws, rules, and regulations in law enforcement to ensure compliance in managing physical security protection program goals and objectives.
Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service. All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
New employees must serve a one year probationary period.
Drug Test: Must submit to a drug test and receive a negative drug test result before you can be appointed into this position. After appointment, you may be subject to random testing for illegal drug use.
Medical Examination: The person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. This position may be subject to periodic incumbent examinations in the future.
Training Requirement: Incumbent must successfully complete the Federal Law Enforcement Training Centers Training Program, or its equivalent.
Firearms Requirement: The incumbent must carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory. Any person who has been convicted of misdemeanor or felony crime of domestic violence cannot lawfully possess firearms or ammunition. False or fraudulent information provided by candidate is criminally punishable by fined and/or imprisonment.
Motor Vehicle Operation: Incumbent must possess and maintain a valid motor vehicle operators license. Motor vehicles must be driven and managed in accordance with Office of Personnel Management (OPM) and Federal Protective Services (FPS) policies and guidance.
Essential Personnel: This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, acts of terrorism, or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. § 7501-7533 and 5 CFR Part 752, as applicable).
Mobility Agreement: This position may require the incumbent to be reassigned to a different geographic location. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect while assigned to this position.
Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. A person convicted of a misdemeanor or felony crimes of domestic violence are not eligible for the position.
Administratively Uncontrollable Overtime: (AUO) Pay: This position may be authorized for AUO pay. AUO pay is authorized for an employee in a position in which the hours of duty cannot be controlled administratively and which requires substantial amounts of irregular, unscheduled overtime work, with the employee generally being responsible for recognizing, without supervision, circumstances which require the employee to remain on duty.

NOTE: As this is a supervisory position, applicants must have demonstrated in their work experience that they possess, or have the potential to develop, the qualities of successful supervision. An interview may be included in the evaluation process to assess these abilities.
