POSITION SUMMARY

The incumbent serves as an Equal Employment Specialist responsible for providing sound technical advice and assistance to the Agency’s workforce regarding laws, policies, processes and procedures pertaining to informal and formal Equal Employment Opportunity (EEO)/Equal Opportunity (EO) discrimination complaints and alternative dispute resolution (ADR) program. As such, the incumbent participates in the implementation and monitoring of all phases of processing complaint/alternative dispute resolution (ADR) claims and ensuring that claims are well-defined and clearly articulated. Provides consultation services to assist managers and supervisors in developing effective EEO/EO program goals and objectives.




ADDITIONAL POSITION INFORMATION

This position is located in the Equal Opportunity and Diversity Office.

The full performance level of this position is GG-13

- Exercises responsibility as an EEO/EO case manager. Participates in the implementation of the complaint processing system that involves the processing of informal and formal complaints of discrimination within established time limits. Collaborates with all parties involved to expedite processing. - Provides advice on the technical aspects of hearings and investigations to managers/supervisors and employees. Advises the employee/applicant on various courses of actions available on filing of complaints. Assures that complaint files are correct and complete prior to forwarding to higher levels. Prepares complete, accurate and timely reports on pre-complaint counseling activities, the status of formal complaints in process, and the disposition of complaints closed. - Analyzes and evaluates complaint activity to identify trends. Ensures the EEO/EO complaint processing is in compliance with EEO\EO laws, regulations, and directives. - Participates in monitoring the ADR program goals and objectives, evaluates progress, and recommends to supervisors and managers actions that can be taken to resolve complaints. - Assists in the preparation and facilitation of briefings, seminars, and training on EEO/EO issues. - Assists in the preparation of annual multi-year reports by conducting statistical analysis of work force data, conducting problem and barrier analysis, and measuring progress of objectives and/or actions. - Performs other duties as assigned.

Basic Requirements:
You must possess 1 year of specialized experience at the level of difficulty and responsibility equivalent to the next lower qualifying band or equivalent GS/GG level, which is directly related to the position being filled.
