The National Institutes of Health (NIH), Office of Human Resources (OHR), Workforce Relations Division (WRD) is searching for an experienced Human Resources professional with a strong background in Employee Benefits.  The ideal candidate will possess skill in applying a wide range of Federal retirement program concepts, laws, policies, and practices and have the ability to administer an agency benefits program.  This is an exciting opportunity to work alongside other talented Employee Benefits professionals in the NIH Human Resources community to help carry the mission of the NIH.

As a Human Resources Specialist with WRD, your assignments may include, but are not limited to the following duties:

  • Process retirement related actions.
  • Review retirement related actions processed by others to ensure that they comply with regulations and policies.
  • Instruct other Human Resources practitioners regarding retirement regulations and policies.
  • Provide retirement counseling to employees.
  • Prepare informative materials for employees on benefits program entitlements.
  • Provide advice to employees on problems related to insurance coverage.
  • Identify and resolve complex issues related to employee benefits.
  • Develop and present employee benefits training for managers and/or employees.
  • Utilize an automated human resources system to track or report on data.

For the GS 9: You must have completed a Master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; OR have at least one (1) year of specialized experience equivalent to the GS-07 level in the Federal service obtained in either the private or the public sector; OR have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.  Examples of qualifying experience include:  under close supervision, administering retirement and benefits program activities for an organization; responding to pay and benefits questions; health and life insurance, and related issues; providing basic guidance and advice on the principles, concepts, regulations, and practices related to benefits, pay and retirement; processing retirement and benefits related actions.

For the GS 11:  You must have completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree, or an LL.M., if related; OR have at least one (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector; OR a combination of graduate level education and experience that meets 100% of the qualification requirements for this position.  Examples of qualifying experience include:  administering retirement and benefits program activities for an organization; responding to pay and benefits questions; providing technical advice to employees on retirement options, eligibility requirements, health and life insurance, and related issues; providing guidance and advice on the principles, concepts, regulations, and practices related to benefits, pay and retirement; processing retirement and benefits related actions.
