JOB SUMMARY:

This position is responsible for purchasing a variety of special, technical items and services.

There are five possible duty locations: Great Falls, Helena, Bozeman, Dillon, or Billings, MT. Final determination of duty station will be made by the selecting official at the time of job offer.

Purchases special purpose items characterized as new to the field, not in stock, and often made to order. Searches non-local markets for supplies. Selects proper method of procurement and area of competition. Initiates procurement action and follows through its completion. Responsible for the administration of purchase orders, makes final determination with regard to contractor's compliance. Serves as a contact for vendors and the National Finance Center (NFC). Prepares request for quotations for supplies and services, including applicable terms, conditions, special and general provisions. Solicits potential sources of supply for price quotation. Evaluates quotations received, makes awards based on factors in addition to price, subject to review by a higher level, and prepares and signs purchase documents within delegated purchasing authority.

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education. Your application or resume must clearly show that you possess the appropriate experience requirements.

Specialized Experience: MUST possess one (1) full year of specialized experience equipped with the particular knowledge, skills, and abilities to perform successfully the duties of the Purchasing Agent position. To be creditable this experience must be equivalent to the next lower grade level.

OR

 Education: Must have successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. (Transcript required) OR Combining Education and Experience: Must possess equivalent combinations of successfully completed post-high school education and specialized experience may be used to meet total experience requirements. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. (Transcript required).

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics as part of the assessment questionnaire for this position:

GS-5 Level: Providing advice and guidance for purchases through internal and external contacts.

Initiates procurement action and follows through to ensure its completion in accordance with procedures and regulations

GS-6 Level: Purchases technical items such as parts and components needed for maintenance, overhaul and repair of electronic equipment or specialized machinery.

Negotiates and completes purchase transactions within delegated authority.

Responsible for the administration of purchase orders, makes final determination with regard to contractors compliance with terms and specifications, price revisions, price and delivery adjustments.

GS-7 Level: Purchases technical items such as parts and components needed for maintenance, overhaul and repair of electronic equipment or specialized machinery.
