JOB SUMMARY:

The Department of Veterans Affairs is interested in attracting the best talent for our diverse cadre of SES members from all sources: within VA, the Federal government, and from the private sector. The Fargo VA Health Care System is a Joint Commission accredited, Level-2 facility with a strong academic affiliation which consists of the main facility located at 2101 North Elm, Fargo, ND 58102 and seven community based outpatient clinics, two outreach clinics and one primary outpatient and as well as one telehealth clinic (currently in the acquisition process). The Fargo VA Medical Center oversees the provision of health care provided to 30,983 Veterans living in North Dakota, 19 counties in northwest Minnesota, and two northeast South Dakota counties, with an estimated 251,047 annual outpatient visits, and an operating budget of $169 million.        
Comprehensive health care is provided through primary care and long-term care in areas of medicine, surgery, psychiatry, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics and extended care.       
The medical center has 39 medical/surgery and psychiatry operating beds, with a full complement of inpatient and outpatient medical, surgical, and mental health services, and an onsite Community Living Center (CLC) of 38 operating beds, providing extended care with a rehabilitation emphasis.       
The main medical center consists of 368,395 gross square feet.  Construction projects have right sized many rooms and increased patient privacy and satisfaction with conversion to private rooms.  An Audiology-Eye-Ophthalmology addition was recently completed and construction is underway to increase the number of exam rooms for Primary Care.  A project to replace operating rooms is also underway with completion expected in spring of 2013. These projects will provide approximately 28,000 sq. ft. of space for high profile programs to expand.  Construction projects for outpatient treatment space have recently been awarded, which will provide additional examination rooms.  A recently awarded construction project for Community Living Center expansion and remodeling will result in a 38 bed state-of-the-art CLC and a more homelike environment for CLC residents.  Future projects include expanding Imaging and lab.       
The Fargo VA Medical Center is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology as well as education and research.       
The Fargo VA Healthcare System has an active research program and is primarily affiliated with the University of North Dakota Medical School and Health Sciences. In conjunction with the affiliate, residency training exist in internal medicine, psychiatry, and surgery. Associated Health Training is offered in nursing, social work, dietetics, and pharmacy.

The Fargo VA Health Care System Director, is responsible to the VA Midwest Health Care System Network Director, VISN 23. The position requires the effective and economical direction, control, and operation of the VA Health Care System. The responsibilities include, but are not limited to:        
Overall responsibility for planning, organizing, directing, coordinating, controlling, reviewing, evaluating and improving medical, administrative and supporting operations of a health care system which administers a variety of medical care and treatment for a large rural geographical area covering North Dakota, 19 counties in NW Minnesota and two NE South Dakota counties.        
Managerial duties and responsibilities that involve final decisions which have a direct and substantial effect on the health care organization and programs.  These include, but are not limited to, decisions affecting the nature, scope and quality of, and emphasis in, the system’s patient care programs and activities.       
Delegation of authority as appropriate and holds managers responsible and accountable for the performance of the product lines, and services under his/her supervision and management and exercises management level supervisory responsibilities.       
Providing timely and responsive decisions to unions and their members on complaints and grievances, and ensures that supervisors are familiar with the negotiated agreement.  The incumbent deals with general personnel management policy matters affecting the facility, involving such matters as: initiating appropriate personnel actions when indicated; resolving differences between key management officials in the system; and identifying and resolving problems which may inhibit accomplishing the patient care mission and public policy objectives.       
Develops fiscal year plans that meet the objectives of current and proposed programs; develops a balanced financial plan designed to meet realistic needs of the facility and the network; allocates available resources to provide the best possible patient care in line with established priorities; protects the integrity of the budget, position management, classification and other process to ensure compliance with existing statutes.         
A large portion of the work involves making decisions and determination for which there are no written precedents.  In the multitude of professional and administrative matters involved, consistent use of sound management judgment is required.  In order to operate effectively in this position, the Director must demonstrate health system administration skills and maturity of judgment reflecting significant management experience at a highly responsible level in a comparable health care environment.
