All applicants for this position must possess the following basic requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
B. Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
(NOTE: You must provide a copy of your certification with your application). OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting paragraph A or B above, you must meet the following:
Applicants at the GS-11 level must meet one of the following qualification requirements:
Have one year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves participating in identifying, analyzing, and resolving issues affecting compliance with laws or regulations related to mineral revenue accounting including analyzing system data in an accounting or auditing capacity.
Have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (Note: Applicants who select this response must provide transcripts as verification of their education); OR
I have a combination of specialized experience and higher level graduate education as defined above which equals 100%. For example, I have 18 months of specialized experience and 1 year of graduate level education (I.e. 48 quarter hours or 27 semester hours of education. (Note: Applicants who select this response must provide transcripts as verification of their education).
Applicants at the GS-12 level must meet one of the following qualification requirements:
Have one year of specialized experience equivalent to the GS-11 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves analyzing complex problems affecting compliance with laws or regulations related to mineral revenue accounting; assist in the development of compliance or audit work plans, and preparing audit reports. Also included is knowledge of and ability to apply a variety of laws, policies and regulations affecting the minerals industry and the demonstrated ability to effectively communicate issues.

A combination of education and/or experience may substitute for the specialized experience requirement.
Only education from institutions which are accredited or preaccredited/candidate for accreditation may be used to meet education requirements.

WRITTEN COMMUNICATION: Expresses facts and ideas in writing in succinct and organized manner.
TECHNICAL COMPETENCY - AUDITING: Knowledge of generally accepted Auditing standards and procedures for conducting financial and compliance, economy and efficiency, and program results audits.
TECHNICAL COMPETENCY - LEGAL, GOVERNMENT AND JURISPRUDENCE: Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, government regulations, executive orders, agency rules, government organization and functions, and the democratic political process.
INTERPERSONAL SKILLS: Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.
