On behalf of the Department of Defense and other U.S. Government Departments and Agencies, the Defense Security Service supports national security and the warfighter through our security oversight and education missions.  DSS oversees the protection of U.S. and foreign classified information and technologies in the hands of industry under the National Industrial Security Program (NISP) and serves as the functional manager for the DoD security professional development program.  We provide security education, training, and professional development services as the functional manager for the DoD security professional development program, and for other U.S. Government personnel and contractor employees, and representatives of foreign governments, as required.

This Position is in the Excepted Service under Title 10, Defense Civilian Intelligence Personnel System (DCIPS). This is a Full Time permanent position.


Excepted Service includes all positions in the executive branch of the Federal Government which are specifically excepted from the competitive service by or pursuant to statute, by the President, or by the Office of Personnel Management, and which are not in the Senior Executive Service.


Title 10 (Public):  Open to All U.S. Citizens.  If you have never been a federal employee you would apply public.


Merit:  Open to current and former Federal employees.  SF-50 showing title, series and grade is required to show Federal merit status.


This position is open to applicants within the local commuting area of Quantico, VA.

As a Deputy Chief, Program Management/Program Integration, you will: 

•  Assist the Chief in his role as the primary integrator for assigned projects that span the DSS business enterprise.
•  Be responsible for the formation and direction of integrated teams that will elicit and analyze requirements for projects as assigned and develop, champion, and execute coherent, integrated plans to successful completion.
•  Interpret and apply a broad range of interrelated functions and processes such as IT, financial management, program management, process and system design, development, operations, production, quality assurance and control, metrics, logistics, inventory management, space planning, procurement and contracting.
• Maintain close contact across DSS with other project leaders, branch chiefs, and other key personnel including, as required, senior leaders to keep stakeholders fully informed of operational details, schedules, and costs.

This is a General Grade GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). Duties of this position are at the GS/GG-0301-14 level.
To qualify for this position at the GG-14 level you must have specialized experience equivalent to the GS/GG-13 grade level. Specialized Experience is defined as overseeing policy development work; developing plans, goals, objectives, and funding sources for long- and short-range implementation; interpreting and applying a broad range of interrelated functions and processes; and utilizing advanced management and organizational principles and practices.

Substitution of Education may not be used in lieu of specialized experience at this grade level. 

OVERTIME: Occasionally
TRAVEL: Occasional TDY is required

SECURITY REQUIREMENTS: Critical Sensitive (Top Secret)

This position requires a Top Secret security clearance - This position is designated critical sensitive, as defined in DoD 5200.2-R, Personnel Security Program, and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointed basis.  This requirement may take 120 days or longer to process.

Other Notes:

A two-year trial period will be required, if a trial period has not been previously completed.

A valid driver's license is required.

Incumbent of this position is required to file a financial disclosure report.

1. Ability to formulate, organize, and plan policy; and direct and formulate strategies.
2. Knowledge of Business Enterprise processes of financial management, acquisition and support services. 

3. Knowledge of the full range of support services within an Agency.
4. Experience introducing change to senior officials and identifying and implementing best management practices.

5. Ability to effectively communicate both orally and in writing.
