As a Passport Specialist in the Passport Services Directorate, you will perform desk passport adjudication, accept applications at the counter, handle applicant-response cases, detect fraud, and deliver customer service.

 

Positions will be filled under the Pathways Recent Graduate Program. Recent Graduates who have completed a qualifying degree or certificate program within the previous two years may apply (Veterans precluded by their military service obligation, will have up to six years). ***See provision in Qualification section below.

 

Position is Excepted Service - Excluded from the Career Transition Program. This job opportunity announcement may be used to fill additional vacancies.

 

Special Requirements:

A High Risk Public Trust security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal. The program duration is two years and upon successful completion of the program requirements, the incumbent may be converted to a permanent position.

 

Salary will vary depending on location and grade selected.

DUTIES:

  • Receives and examines passport applications presented in person or by the applicant's representative.
  • Reviews passport applications for completeness, signature, and affirmation of truthfulness.
  • Examines evidence of citizenship including birth certificates, previous passports, religious records, newspaper birth announcements, etc.
  • Adjudicates applications and authorizes the issuance of passports.

To qualify for this Passport Specialist under the Pathways Program you must have recently graduated within the previous two years or since December 27th, 2010 (Veterans precluded by their military service obligation will have up to six years).

In addition to the recent graduation within the previous two years, you must also possess the following: 

GS-05: At least 3 years of progressively responsible experience, 1 year of which was at the GS-04 level, which demonstrated your ability to analyze, explain, or apply laws, rules, regulations, and procedures; plan and organize work; and communicate effectively orally and in writing; or 4-year course of study leading to a bachelor's degree; or a combination of the required experience and education for this grade level.

GS-07: At least one year of specialized experience, equivalent to the GS-05 level or higher in the Federal service, that included examining, adjudicating, or authorizing applications for U.S. passports or visas; identifying gaps or inconsistencies in fraudulent applications or counterfeit documents; and presenting information regarding passport applications; or have at least one full year of graduate level education in law or a field that provided the knowledge, skills, and abilities necessary to do the work; or I meet the requirements under the superior academic achievement provision; or I have a combination of education and specialized experience.  Applicants must possess a percentage of the required specialized experience and a percentage of the required graduate level education such that, when the percentages of the required graduate level education and specialized experience are added together, they equal 100%. TRANSCRIPTS ARE REQUIRED FOR THIS POSITION.  You must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned.  Failure to do so may result in an ineligible rating.

 

Foreign Education:  If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program.  For further information, click on foreign education.

All qualification/education requirements must be met by midnight (Eastern Time) on the closing date of this vacancy announcement.

The application must be received no later than 2 years after the date the individual completed all requirements of an academic course of study leading to a qualifying associates, bachelors, masters, professional, doctoral, or technical/vocational degree or certificate from a qualifying educational institution.

 

If applicants have completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution on or after December 27, 2010, and before July 10, 2012, their eligibility window is extended until July 10, 2014.

 

Preference eligible veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty. Eligibility from veterans cannot exceed 6 years from the date on which the degree (or certification) was completed.

Pathways candidates will meet the qualification requirements consistent with the OPM qualification standards applicable to the position being filled.  Veteran's preference applies to all sections made under the Pathways authority in accordance with Part 302 of 5 CFR.  Candidates who meet the minimum qualification requirements need not be further evaluated; however, if no further evaluation is one, qualified veterans have absolute preference. If candidates are further evaluated using category rating process, qualified veterans will have absolute preference within the appropriate category. For Pathways Applicants/All U.S. Citizens:  Eligible candidates will be assigned to a quality category: Highly Qualified, Well Qualified, and Qualified. Candidates in the highest category will be referred to the hiring agency.
