This position is located in the Office of Enterprise Data and Technology Solutions with the Government national Mortgage Association.  The Management Information Specialist serves as an integral player and reports directly to the Director, Office of Enterprise Data and Technology Solutions.  The incumbent will perform duties such as:

  • Acts as integral consultant to the Office of Mortgage-Backed Securities, Finance, and Capital Markets in supporting new program and products as they relate to Ginnie Mae's Mortgage-Backed Security programs and their underlying data.  Liaises with the Technology Management Division (TMD) and contracted technical resources in ensuring that data-related requirements are supported through rigorous due-diligence.  Provides expert analysis, support, and coordination in the development of business data requirements that address the operational, processing, regulatory, and reporting needs of Ginnie Mae's business.
  • Assist in developing Ginnie Mae data strategies.  This will involve performing research and preparing Ginnie Mae's position in support of it Enterprise Data Strategy.  Leads data initiatives identified in the Data Strategy future state and roadmap.  Identifies and implements best practices in support of the Enterprise Data Strategy.

You qualify for this position if you possess one year of specialized experience equivalent to the GS-13 level in the Federal service or comparable pay band system which includes skill in planning, coordinating, and implementing data-driven initiatives related to administering Mortgage-Backed Security (MBS) programs; experience conducting analytical and evaluative methods to assess the data needs to support program initiatives and to plan how that data will be structured and assessed; experience applying best practices in data management in the primary and secondary mortgage markets in order to develop new business processes and make improvements to existing business processes necessary to administering MBS programs.  This experience must have included analyzing loan-level data in relational databases to satisfy complex, multi-dimensional business requirements (i.e., budget, finance, operational).

Education cannot be substituted for experience at this grade level.

  • Demonstrated knowledge of, and skill in, the secondary mortgage market in the issuance and guarantee of mortgage-backed securities (MBS), with a mastery underlying business process, operations, and IT/data infrastructure related to the life cycle of mortgage loans, MBS, and structure multi-class transactions.
  • Demonstrated knowledge of, and skill in, analyzing large datasets (preferably loan-level in an Oracle relational environment) to satisfy complex, multi-dimensional business requirements (i.e., budget, finance, operational).
  • Demonstrated skill in the application of query languages and tools (i.e. SAS, SQL, etc) in analyzing large datasets.
  • Demonstrated skill establishing loan-level data quality procedures and metrics.
  • Demonstrated skill preparing project deliverables that ensure alignment with project life-cycle methodology (i.e., SDLC) on data-related projects and implementation efforts.
