This position is located in the Food and Drug Administration, Office of the Commissioner, Office of Information Management, Division of Business Partnership and Support, Rockville, Maryland.

At the full performance level of GS 12, the incumbent of this position will be a primary resource in the analysis, selection, and integration of the organization's automated information systems(s) and software applicable to its mission to include the HP Service Manager (HPSM) Software Program. Specifically, the incumbent will:

 

  • Perform a variety of computer programming and system analysis tasks associated with the FDAs information management systems and network(s) supporting its regulatory, scientific, and management programs.
  • Design, develop and maintain an integrated database to manage that information.
  • Responsible for all states of the development and modification of information system functions.
  • Responsible for the installation and implementation of FDAs network, which involves the design and operation of the physical and logical network layers, development and support of systems and application programming, integration with other networks and systems, and the evaluation of user response time and impact on network and system resources.
  • Monitors and provides oversight of CSB contractors in the field providing desktop support services for FDA VIP staff.
  • Coordinate and assists in training metro and field office staff in new technologies deployed by OIM divisions.
  • Pro actively interacts with users to ensure proper operation of computer systems, hardware, and software.
  • Provide instructions to customers on accessing data, processing, space utilization efficiencies, and program recovery techniques.
  • Displays expert knowledge of HP Service Manager and its features.
  • Pro actively contacts Help Desk staff to address FDA VIP tickets.
  • Performs operational tests on equipment in test array or operational configuration prior to issue or installation to ensure proper operation and absence of hardware, software, device or network conflicts.
  • Identifies data requirements and appropriate database structures.
  • Performs fact-finding studies in support of hardware and software selections, analyzing potential procurement in terms of network, data, and system considerations and requirements.
  • Analyzes and modifies network and database management software to enhance their performance.
  • Responsible for ensuring that shared systems and applications, including network applications, incorporate all necessary security and data integrity steps and checks as outlined by NIST and other government bodies.

In order to qualify for this position, applicants must possess the Basic Requirement, one of the  Minimum Qualifications and Selective Placement Factor as described below:

 

BASIC REQUIREMENT: 

You must have IT-related experience demonstrating each of the four competencies listed below.

COMPETENCIES: Attention to Detail; Customer Service; Oral Communication; Problem Solving.  Full description of these competencies is within Assessment Questionnaire. 

 

MINIMUM QUALIFICATIONS:  In addition to the Basic Requirement stated above, applicants must possess one of the following qualifications:

 

GS 9 - At least one year of specialized experience, equivalent to the GS-7 in the Federal services which includes experience serving as a prime contact with user community in the daily operations of IT resources.  Experience PC and Mac operations systems; works with helpdesk staff assisting customers in troubleshooting and support services to include utilizing remote desktop tools. Assist in analyzing and researching problems providing possible solutions as it relates to Wide Area Networks (WANS), Local Area Networks (LAN), Virtual Private Networks (VPN), remote access and control features and functions, and MiFi, aircard, Voice over IP (VOIP) and Bluetooth technologies.  Experience in MS Office suites, including Outlook, Excel, Word, Project Management, Power Point and Internet Explorer.  OR  Master’s Degree or equivalent 2 full years of progressively higher level graduate education leading to a master’s degree or equivalent graduate degree.  Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaption of applications, systems or networks.

 

GS 11 - At least one year of specialized experience, equivalent to the GS-9 in the Federal services which includes experience  in PC and Mac operations systems; triaging desktop software and hardware issues; diagnosing desktop communication and connectivity issues with Wide Area Networks (WANS), Local Area Networks (LAN), Virtual Private Networks (VPN), remote access and control features and functions, and MiFi, aircard, Voice over IP (VOIP) and Bluetooth technologies.  Experience in MS Office suites, including Outlook, Excel, Word, Project Management, Power Point and Internet Explorer.  OR  Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph. D. or equivalent doctoral degree. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaption of applications, systems or networks.

 

GS 12  - At least one year of specialized experience, equivalent to the GS-11 in the Federal services which includes experience in PC and Mac operations systems; triaging desktop software and hardware issues; diagnosing desktop communication and connectivity issues with Wide Area Networks (WANS), Local Area Networks (LAN), Virtual Private Networks (VPN), remote access and control features and functions, and MiFi, aircard, Voice over IP (VOIP) and Bluetooth technologies.  Experience in MS Office suites, including Outlook, Excel, Word, Project Management, Power Point and Internet Explorer. Experience in the evaluation, selection, installation, acceptance testing, modification, maintenance, vendor liaison, training, distribution, customer support and troubleshooting in the use of automated systems and software and in the use of networks and network software. 

 

SELECTIVE PLACEMENT FACTOR:  In addition to meeting the Basic Requirement and one of the Minimum Qualifications stated above, applicants must posses the following to qualify for this position: Experience using and operating the HP Service Manager (HPSM) Software Program.
