This position is located in the U.S. Department of Health and Human Services (HHS), Health Resources and Services Administration (HRSA),   Bureau of Health Professions (BHPr), Division of Practitioner Data Banks (DPDB), Rockville, MD.

 

The Health Resources and Services Administration (HRSA), an agency of the U.S. Department of Health and Human Services, is the primary Federal agency for improving access to health care services for people who are uninsured, isolated or medically vulnerable.

 

Comprising six bureaus and 9 offices, HRSA provides leadership and financial support to health care providers in every state and U.S. territory. HRSA grantees provide health care to uninsured people, people living with HIV/AIDS, and pregnant women, mothers and children. They train health professionals and improve systems of care in rural communities.

If selected for the position, the incumbent will:

 

-  Plan, coordinate, and perform systems design and development of enhancements to a major IT system specifically related to Business Intelligence (BI) and data analytics/visualization; provide direction to lower level staff and/or contract personnel; analyze the validation of IT needs and requirements, including data, access needs and security; review contractor-proposed systems designs, access methods and information security controls; plan, schedule, estimate and monitor projects progress; develop and make presentations on project status and technical issues; identify and analyze advancements in application development concepts, techniques and tools; analyze issues and define the enterprise architectural application development standards; develop proposals to translate management objectives/directives into advanced IT application systems; and perform other duties as assigned related to this position.

Basic Requirements:

 

You must have one (1) year of specialized experience listed below that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to the next lower grade level in the Federal Government.

 

You must possess one year of specialized information technology (IT) experience equivalent to at least the GS-12 grade level.

 

Qualifying specialized experience is experience related to the work to be performed. It may be defined as demonstrating competence in attention to detail, customer service, oral communication, and problem solving and also includes performing information technology project planning and management using Earned Value Management; and designing data warehouses for web-based systems, (e.g. Oracle, Java, etc.)

 

In addition to the basic requirement stated above there is a selective placement factor for this position which is a requirement for meeting the qualification requirements for this position. Your resume must clearly indicate how and to what extent you meet the following requirement specified below.

 

Selective Placement Factor:

 

Must have experience in developing Business Intelligence (BI) analytics and dashboards using industry leading BI software.


Conditions of Employment at HRSA:

 

1. Security and Background Requirements:  If not previously completed, a background security investigation will be required for all appointees.  Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet these requirements may be grounds for appropriate personnel action.  In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time.  Applicants are also advised that all information concerning qualifications is subject to investigation.  False representation may be grounds for non-consideration, non-selection and/or appropriate disciplinary action. 

2. E-Verify:  If you are selected for this position, the documentation that you present for purposes of completing the Department of Homeland Security (DHS) Form I-9 will be verified through the DHS "E-Verify" System.  Federal law requires DHS to use the E-Verify System to verify employment eligibility of all new hires, and as a condition of continued employment obligates the new hire to take affirmative steps to resolve any discrepancies identified by the system.  The U.S. Department of Health and Human Services is an E-Verify Participant. 

3. Direct Deposit:  All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing. 

4. The payment of travel expenses for new appointees who are reporting to their first official duty station is limited to individuals who are being appointed to positions at the GS-13 grade level or above and equivalent level positions in other pay systems.  The exception to this limitation is for student trainees who are being converted to competitive service appointments in a new duty location. 

5. Only mandatory travel allowances may be authorized unless the payment of discretionary expenses is authorized by the OPDIV/STAFFDIV Head and/or designated OPDIV/STAFFDIV Senior Travel Official.
