JOB SUMMARY:

The Economic Research Service (ERS) conducts broad programs of economic and other social science research and analysis relating to agriculture, food, natural resources and rural America for use by public and private decision makers.  ERS' clients are the executive and legislative branches; environmental, consumer and public interest groups, including farm and industry groups; and the general public.

The Market and Trade Economics Division (MTED) conducts research on U.S. and global economic factors affecting markets for agricultural products.  MTED plays a leadership role in market analysis and projections for the U.S. Department of Agriculture. MTED publishes a series of commodity newsletters, yearbooks, data products, and special articles (the ‘e-outlook’ series) as part of an extensive list of ERS publications that focus on commodity markets. MTED also provides leadership and modeling support for the Department’s baseline analysis, an annual effort to develop long-term projections for commodities, which is a mandated as part of the President’s budget analysis.

The primary purpose of this position is to serve as an Agricultural Economist with responsibility for identifying, analyzing and presenting technical and economic information and brief analytical reports on various commodity issues.  The incumbent will participate in the design, development, write-up, and publishing of a wide variety of economic and policy-relevant topics for Department information and external publication.  Independently or in support of higher graded economists, the incumbent performs specific routine analytical or research related assignments.  The incumbent reviews economic and scientific literature to provide economic analysis in support of the agricultural market analysis and research activities. Analysis focuses on priority issues related to food or feed grains and oilseeds, livestock products, or sugar and sweeteners.

Basic Requirements:

 

1. Degree: A bachelor’s (or higher) degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

 

OR

 

2. Combination of education and experience -- courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

 

In addition to the Basic Requirements listed above:

 

GS-09: Applicants must have at least one year of specialized experience equivalent to the GS-07 level in the Federal service or two years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree in economics or related discipline.  For this position, specialized experience includes conducting economic research on markets for agricultural commodities.

 

GS-11: Applicants must have at least one year of specialized experience equivalent to the GS-09 level in the Federal service or three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in economics or related discipline.  For this position, specialized experience includes conducting economic research on U.S. and international markets for agricultural commodities and assisting in the preparation of economic related documents.


Combining Education and Experience: Equivalent combinations of successfully completed graduate-level education and experience may be used to meet experience requirements.

Your qualifications will be evaluated on the following competencies:

  • Knowledge of current agricultural economic principles and concepts in order to perform complex studies related to agricultural markets.
  • Ability to prepare data and analysis in support of studies related to commodity, food or resource markets.
  • Skill in the use of statistical and econometric software packages to prepare and present economic research data.
  • Ability to evaluate and interpret technical research information and disseminate results to various audiences.
