This position is located in the National Credit Union Administration, Office of Chief Information Officer (OCIO). The incumbent serves as a business analyst within the Division of Program Management to work with customers and users to identify and document business needs, complete requirements gathering and analysis, coordinate with developers and quality assurance team to validate business requirements reflected within the information solution, support OCIO project managers for project deployment, and coordinate with technical writer to complete system and process documentation and training guide for the information systems deployment.

As an Information Technology Specialist (SYSANALYSIS) you will:

  • Plan, develop, coordinate, and implement a variety of programs and initiatives to enhance information management and information access in NCUA.
  • Serve as the customer advocate to document business needs, current workflow and to-be workflow from the program offices project managers, end users working group and internal OCIO specialists.
  • Coordinate with the IT Prioritization Council and Program Management Division to prioritize work requests.
  • Conduct periodic training to NCUA users on technology and information systems.
  • Identify business practices and governance processes within OCIO and business opportunities with program offices.  Conduct business process reengineering to recommend to management for operational efficiencies.
  • Evaluate the utility and effectiveness of databases, standard information systems, office automation capabilities, and networks within NCUA.  Participate fully in the development of custom software applications and databases, including requirements management, design, programming, implementation, and training.  Coordinate Central Office and field requirements for modifications and enhancements to network configurations and develop functional specifications for such modifications and enhancements.  Participate in the validation and testing of new software releases prior to their release for agency use.
  • Provide periodic reports and briefing on project status, project risks and issues mitigation, customer's needs and feedback, and accomplishments.
  • Promote and support a culture of structured project management practice and corporate accountability throughout the organization.
  • Work with auditors and technical subject matter experts to satisfy internal and external audit requirements.
  • Support OCIO project managers for information system and project deployments.

Applicants must meet the following requirements: Have IT-related experience demonstrating EACH of the four IT Specialist competencies AND one year of specialized experience as described below:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience

You must have one full year of specialized experience comparable in difficulty and responsibility to the next lower grade level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To qualify at the CU-12 grade level, you must have one year of full-time specialized experience equivalent to the GS/CU-11 level in the federal service. Specialized experience is defined as experience managing part of the system development lifecycle in multiple information technology systems or projects, this includes requirements gathering and analysis, testing and validation, and training. Experience in requirements gathering and analysis, business process re-engineering, users acceptance testing and training with oversight from team lead or supervisor.

To qualify at the CU-13 grade level, you must have one full year of specialized experience equivalent to the GS/CU 12 grade level in the federal service.  Specialized experience is experience in managing the full system development lifecycle in multiple information technology systems or projects.  Experience in requirements gathering and analysis, business process re-engineering, users acceptance testing and training independently.

PLEASE NOTE** Possession of one of the following is preferred:  Certified Project Management Professional (PMP) or expert knowledge of project management concepts and best practices, or achievement of a Master's degree in Business Administration (MBA), or Master of Science degree in Information System Management or Computer Science, or equivalent.  Experience working in the financial regulatory or financial auditing environment is also preferred.

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of 24.87 percent for the Alexandria, VA geographical area.
