This position is ideal for an information technology professional looking for an opportunity to manage the centralized coordination and control of all resources and systems used for information systems processing in FEMA Region IV.  This position starts at a salary of $71, 094 (GS-12).  Apply for this exciting opportunity to become a member of the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Regional Offices, Region Four, Mission Support Division in Atlanta, GA

EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

In this position, you will become a member of the Information Technology Branch.  Typical work assignments include:

  • Administering and managing Information Technology (IT) systems;
  • Implementing new initiatives to strengthen, facilitate, and integrate programs and cost effective approaches to satisfy customer requirements;
  • Providing evaluation of the requirement, analyzing alternatives, and recommending technical solutions relating to the complete life-cycle for information system and components;
  • Delivering customer support services including setup and installation for both hardware and software.

You qualify for this position at the GS-12 level if you possess the following: One full year of specialized experience. Specialized experience is described as experience in emergency management related to Information Technology that is equivalent in difficulty and complexity to the GS-11 level in federal service.

AND

Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Selective Placement Factor:  In addition to the minimum qualifications described above, you must meet the following three (3)requirements to be considered qualified for the position:

1. Experience providing Information Technology (IT) services and support under normal day-to-day operations and also under extreme disaster conditions.

2. Experience with Systems Administration of Server 2003/2008, Systems Administration (SMS), to include Information Systems Security Officer (ISSO) roles, Project Management responsibilities.

3. Experience in analyzing and troubleshooting the loss of communications capabilities or the operation of IT infrastructure during normal business operations, after normal business operations and during Presidentially declared disasters.

2. Ability to develop and interpret policies, procedures, and strategies governing the planning and delivery of information technology services for regional operations.

3. Ability to apply project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, and reporting on accomplishments.

4. Knowledge of computer hardware/software technologies.

5. Knowledge of personal computer and server hardware/software, operating systems, and LAN-related software, hardware and topology.
