You will serve as a Child and Youth Services (CYS) AssistantDirector of a Level 1 - 3 (small to large size) CYS Program with responsibilityfor assisting the supervisor in the operation of an assigned CYS program IAWall applicable regulations and standards. Acts as Director in Director'sabsence. Applies professional knowledge to plan, implement, and supervise acomprehensive program that promotes positive growth and development of childrenand youth. Ensures facility/outdoor venues maintain appropriate standards forcondition and sanitation. Provides program oversight and accountability for theperformance of assigned staff and the safety and well being of children andyouth IAW DoD, Army and local policies and standards. Ensures assigned stafffollow risk management procedures (i.e., abuse prevention, identification, andreporting procedures; accident prevention, etc.). Monitors and analyzesadult/participant ratio sheets to ensure proper staffing policies are enforced.Prepares work schedules for assigned staff to meet ratio and group sizerequirements. Ensures children/youth are appropriately supervised at all times.Develops policies, procedures and SOPs to support program goals.

You will serve as a member of the Installation Child and Youth Evaluation Team toensure compliance with health, fire, safety, facility and program regulatoryrequirements and CYS baseline standards. Assists in maintaining DoD/Armycertification for assigned program areas, and helps ensure program achieves andretains national accreditation or Army equivalent and maintainsaccreditation/Army equivalent standards.

You will assist in complying with DA guidance to include CYPPP, fee policies, programregistration/enrollment, and baseline standards and benchmarks, and providesinput on installation needs and trends to CYS Program Director for inclusion inthe CYS Operations Plan.

You will initiate requests for recruitments utilizing Army CYS Standard PositionDescriptions. Supervises and evaluates employees based on establishedperformance standards as required. Provides appropriate staff professionalrecognition and/or disciplinary action. Recommends assigned staff for promotionIAW Child and Youth Personnel Pay Program (CYPPP) guidelines. Conducts writtenobservations of staff during all hours of operation, and evaluates employees basedon established performance standards. Supports and budgets for staff annualtraining requirements (i.e., credentials, certifications and training forprofessional management staff). Ensures timely submission of personnel actions.Provides training for employees as required.

You will assist the supervisor in developing program budget. Manages assigned program areasto budget. Conducts written analyses of budget variances, and Preparesjustification for funding of program resource requirements. Utilizes Child and YouthManagement System (CYMS) to oversee the collection, accurate accounting andreporting of funds; and to collect and maintain up-to-date statistical data forplanning and reporting purposes IAW higher headquarters and statutoryrequirements.

You will monitor food service program for assigned area ensuring compliance with allapplicable Army and USDA food program policies and procedures to include propermeal components and portion sizes. Provides input for changes in menus based onchild/youth and parental suggestions. Maintains food program records asrequired.

You will implement an active program of parental involvement, providing parenteducation opportunities and encouraging parent observation and participation.Encourages parent representation on CYS Parent and or Parent/Youth council andChild and Youth Evaluation Team. Assists in conducting annualparent/parent-youth satisfaction surveys and analyzing results. Supervisesvolunteers and assigns roles as required. Recommends the procurement of supplies and equipment. Arranges for bustransportation of children/youth as required. Provides input for informationpapers and briefings upon request. Works cooperatively with other CYS Managers to ensure seamless service andcontinuity of quality options for all children and youth. Serves as member ofthe CYS Program Plan Team to develop written strategies for programimprovement. Supports all EEO and AA objectives.
May certify and supervise up to 9 CYS satellite homes IAW all applicable FamilyChild Care policies and procedures as required. May be required to perform health related practices as reasonable accommodationfor children with disabilities.


Required background checksof AR 215-3 and the Crime Control Act must be successfully completed andmaintained, including Child and Youth National Agency Check with Inquiries(CNACI). A health assessment is required. Satisfactory performance, successfulcompletion of training requirements and demonstrated on the job competency isrequired. Travel to on and off post locations required.

Immunizations may be required as a condition of employment for the health andsafety of those in the facility as determined by medical authority. Alreadyimmune individuals (based on documented receipt of vaccine series or physiciandiagnosed illness), or those subject to religious exemption, or medicalcontraindication are exempt from this requirement.

1. Successful completion of a 4-year college or university degree with a major course of study which directly relates to the appropriate CYS field consistent with positions in Youth Facilities:

The education must have been in youth development, youth administration, education, home economics, physical education, elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science.

2. In addition to the basic requirements stated above the following is required:
- Experience that involved teaching children or other work that demonstrated the ability to perform the duties of the position. - Ability to select, train, and supervise childcare and preschool employees, family childcare providers, or other care-giving adults.
- Ability to develop and implement child development programs, including family day care programs, part-day preschool programs, and before and after school programs.
- The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. – Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.


1. Successful completion of at least 24 semester hours in a major course of study in education or appropriate CYS field as indicated above, plus appropriate work experience that provided knowledge skills and abilities directly related to the duties described.

2. In addition to the basic requirements stated above the following is required:
- 3 months of directly related work experience teaching children or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position to be filled. – Ability to develop and implement child development programs, including family day care programs, part-day preschool programs, and before and after school programs. -The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. - Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.


Conditions of employment:


1. A one-year probationary period may be required upon selection.
